Bioenvironmental Engineering Services


Location: The Bioenvironmental Engineering Office, Building 261

Hours of Operation: 7:30 a.m. to 4:30 p.m. Monday-Friday, office conducts readiness training on the second Tuesday of each month starting at 0730 and is closed all day. All duty hours are subject to change due to mission requirements.

Bioenvironmental Engineering Services (BES): Occupational Environmental Health Surveillance, Installation Radiation Material Management & Chemical, Biological, Radiological, Nuclear (CBRN) Response

Industrial workplaces are visited on a routine basis, based on health threat, and evaluated through process based surveys. Health Risk Assessments are then performed and briefed to unit commanders based on confidence in hazard characterization and controls of said processes. BES manages the base drinking water program by providing oversight of private contractors who routinely monitor water potability through the sampling of representative locations throughout the base system. Annually a Consumer Confidence Report is published to educate the base population on the results.

Additionally BES conducts Wing Gas Mask Fit testing on Thursdays from 0830 – 1045 & 1330 – 1530 in 15 minute intervals by phone appointment only.

Important Notes:
BES additionally serves as the Installation Radiation Safety Officer and must have oversight on all shipment, usage and storage of Radioactive Material traversing Dover Base.

Case Management for Dependents and Retirees

The RN Case Manager for dependents and retirees is a patient advocate who works with providers, ancillary health staff, and the family to address areas of concern, to assist the patient/family with informed decision making , and to help patients reach their optimal level of wellness.

Dental Clinic


Location: Building 304

Comprehensive dental care is provided for all active duty military personnel. Periodic dental examinations are scheduled for active duty members through their Unit Health Monitor. Follow-up appointments are made at the time of the periodic dental exam appointment or by calling the Dental Clinic.

Dental Emergencies:
Treatment for dental emergencies (acute swelling, active bleeding, severe uncontrolled pain or trauma), during normal duty hours, can be accessed by calling (302) 677-2846. In the event of an after-hours dental emergency, active duty personnel should contact the base on-call dentist by calling the Appointment Line at (302)-730-4633, then selecting Option 2.

Insurance Information:
Dental care for non-active duty personnel is extremely limited. Family members of active duty service members are strongly encouraged to enroll in the TRICARE Dental Program at http://www.tricare.mil/dental.aspx. Retirees and their family members are advised to enroll in the TRICARE Retiree Dental Program at www.tricare.mil/trdp

Diagnostic Imaging

Disease Management Office

Clinic description and services provided:
The Disease Management office provides education and support to just over 11,000 patients at Dover AFB diagnosed with chronic diseases such as Hyperlipidemia, Diabetes, and Asthma to include those with pre-diabetes. The goal of the Disease Management Office is to help minimize complications in patients with a particular chronic disease and help lessen the long-term usage of healthcare resources for that specific population. Additionally, they provide important health education and advocacy by helping patients follow their treatment plans and gain control over and become more proactive in their healthcare. Services are available upon referral from PCM for individualized education and/or in classroom format. Patients previously diagnosed with a chronic disease, mentioned above may self-refer.

Exceptional Family Member Program (EFMP) and FMRC


Location: Inside MTF, first floor, down the hallway to the right, last door on the right, Room #1C304.

The Exceptional Family Member Program helps identify and document special medical and/or educational needs of active duty family members and factors those needs into the assignment process. Family members who require special medical or educational services based on a diagnosed physical, intellectual, or emotional handicap must be enrolled in this program. Identified disabilities may range from mild to severe. Special needs may include special medical, mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment, or assistive technology devices and services. EFMP enrollment does not harm one's military career. The goal of the program is to consider a family member's special need during the assignment coordination process. Sponsors are still deployable according to the needs of the Service.

The Air Force Exceptional Family Member Program (EFMP) is designed to provide support to military family members with special needs. All branches of the military offer EFMP, and each Service includes a variety of personnel, medical and family support functions under the EFMP umbrella. Family Health Clinic


Location: Building 300 on the first floor: Enter the building from the horseshoe parking lot, take a left upon entering the MTF and continue down the hallway until you reach the Family Health Clinic front desk.

Hours of Operation: 7:30 a.m.-4:30 p.m. Monday-Friday. Clinic will be closed the second Tuesday of every month for Readiness training.

Walk in Hours: 8:00 a.m.-11:00 a.m. Walk-in hours are for sore throat, pregnancy testing, UTI, follow up wart treatment, suture removal and injections. The Family Clinic does NOT have sick call.

Clinic description and services provided:
The Family Health clinic provides care and services for over 11,000 Tricare beneficiaries. Family Practice is the medical specialty which provides continuing and comprehensive health care for the individual and family. The clinical teams consist of family physicians, physician’s assistants, and family nurse practitioners, registered nurses, and technicians.

Important Information:
There are NO emergency services at the Medical Treatment Facility (MTF). If you are having an emergency call 911.

To book appointments call 302-730-4633. Per AFI 41-210, Sec 3.6.4. Unit Commanders and supervisors have the authority to grant up to 24 hours sick status at their discretion if a member’s illness/injury does not require MTF intervention.

After-hours Care:
If you need medical care when the clinic is closed, you may contact the Nurse Advise Line (NAL) at 1-800-874-2273 or by calling the appointment line and selecting option 2 BEFORE going to an Urgent Care.

Flight and Operational Medicine Clinic/ Base Operational Medical Clinic


Location: Building 300, Third Floor

Hours of Operation: Monday through Friday 7:30 a.m. - 4:30 p.m. The FOMC is closed every 2nd Tuesday for training.

The Flight and Operational Medicine Clinic (FOMC) is dedicated to providing exceptional medical care to our Flying Population, Special Duty Personnel and their family members 13 years of age and older.

All Flyer/Controller out of Clinic visits must be reviewed by a Flight Surgeon within 24 hours. Please report to the next available sick call after the off base appointment for evaluation.

The Base Operational Medicine Clinic (BOMC) provides outstanding support for completion of retraining, DRHAs, PHAs and separation exams.

Tobacco Cessation:
We follow the American Cancer Society's FreshStart format for one on one counseling. Freshstart is designed to help participants plan a successful quit attempt by providing essential information, skills for coping with cravings, and group support. The information, activities, and discussions will help participants discover why they smoke and what motivates them to quit.

Healthy Heart Class:
Reduce your risk of heart disease through proper nutrition and lifestyle changes. This two and a half hour class covers it all. The class focuses on reducing cholesterol and salt in the diet. You can pick up a low fat or low salt cookbook. Physician referral & pre-registration required.

Diabetic Nutrition Class:
The Conversation Map session is used to engage those with diabetes or pre-diabetes in a meaningful discussion on how to manage this disease. It is interactive and invites participants to share their experiences while learning ways to achieve optimal blood sugar control through healthy eating. Physician referral and pre-registration required.

90+ Nutrition/AF Healthy Weight Class:
Studies have shown dieting alone does not work and exercise alone does not work. But together, a correct nutritional program along with an individualized exercise prescription is the best plan for overall health and weight loss success. Mr. Dan Munford will analyze your current caloric intake and provide scientific based facts on how to adjust your eating habits to achieve your goals. All interested members will also be monitored on a monthly basis checking not only your weight, but also your body composition (Body Fat Percentage and Body Mass Index.)

Gait Analysis Appointments:
We off this service to all active duty, dependents, and retirees suffering with pain associated with running. A video recorder will be setup behind the treadmill, which will record your gait cycle. This will be relayed to a laptop where slow motion and freeze frames can be used to carefully assess your running or walking style. Running style prescription and running shoe recommendations will be offered.

Using either the InBody 570 or BodPod

Immunization Clinic


Hours of Operation: M-F 0730-1630, with last shot of the day at 1615.

The Immunization Clinic is available on a walk-in basis. We are located on the main floor down the hallway left of the main entrance. Delays could be experienced Thursday mornings 0830-1000 due to possibility of deployment vaccinations being provided at that time.

Hand-written prescriptions must be provided for all non-routine vaccinations. Routine vaccinations include; childhood immunizations, vaccines for Military movements (Deployment/PCS), and vaccines showing due/overdue on IMR.

Vaccines required for leisure travel can be provided after consultation with Public Health and PCM.

Shot records for any vaccinations provided by a non-military clinic must be provided to ensure proper medical care can be provided.

NOTE: Please note that children do require a 2 month well-baby check before receiving their first set of immunizations.

Laboratory Services

Clinic description and services provided:

The Clinical Laboratory Flight is a limited service laboratory performing basic testing within the subspecialties of Chemistry, Hematology, Coagulation, Microbiology, Urinalysis, Blood Bank, and Serology. Specialized tests, histopathology, and cytology specimens are shipped outside the facility to military and civilian reference laboratories. The Clinical Laboratory Flight provides support to MDG outpatient clinics and eligible beneficiaries.

The laboratory does not provide results directly to patients. You can get your results by contacting your PCM or by logging into https://www.tricareonline.com/portal/page/portal/TricareOnline/Portal

Mental Health


Location: The Mental Health Clinic (MHC), Alcohol & Drug Abuse Prevention & Treatment (ADAPT), Family Advocacy Program (FAP) & Domestic Abuse Victim Advocate (DAVA) is located on Dover AFB in the Medical Treatment Facility (MTF), building 300 on the 2nd Fl. Through any of the three (3) entrances into the building you will take elevators to the second floor and veer to the left until you get to the waiting room and front desk area.

The Mental Health Flight's staff includes professionals trained in clinical psychology, social work, psychiatry, and certified substance abuse counseling. Services include assessment and outpatient treatment for a variety of mental health and substance abuse issues. Treatment options include individual, and group therapy. Mental Health and substance abuse services, to include crisis intervention and emergency services, are not available for non-Active Duty members or minors; however, HealthNet Federal Services (HNFS) may be reached at 1-877-TRICARE or online at www.hnfs.com for a listing of TRICARE network providers.

The Mental Health Flight also includes the Family Advocacy Program (FAP). FAP offers assessments and outpatient treatment to include individual, couples and family therapy for alleged offender(s) and/or victim(s) of child and/or intimate partner maltreatment. FAP also offers the New Parent Support Program (NPSP) which is a voluntary prevention program for expectant women and those with children under the age of 36 months. NPSP offers a range of services tailored to the family's needs, including home visits. FAP services are limited to active duty personnel only and their families.

Optometry Clinic


Location: The Optometry Clinic is located in Bldg 300, first floor.

Hours of Operation: 7:30 a.m. to 4:30 p.m. Monday-Friday, clinic conducts readiness training on the second Tuesday of each month. All duty hours are subject to change for mission requirements.

Optometry Services: Comprehensive Eye Care

Patients will receive an updated contact lens prescription, provided they wear their contact lenses to the appointment and provide their contact lens data to the clinic during their appointment. Contact lens updates are case by case; however new fits are reserved for Active Duty personnel on Flight Status who have approval from their Flight Doctor.

For more information, including information on PRK/LASIK surgery, active duty member responsibilities for vision readiness, and contact lenses during deployments please call the clinic at 302-730-4633 (option 1, & 1). The appointment clerks will connect you to speak to a technician once they determine a recent eye exam has already been completed. Please note that most of these questions are answered at your routine eye exam.

Important Notes:
Appointments: No referral needed, Active Duty have priority; all others are seen mission allowing. Individuals can schedule appointments with Central Appointment Desk or at www.tricareonline.com.

For those who are unable to schedule at the MTF Optometry, please refer to www.tricareonline.com to check eligibility and options to be seen at a Network Optometry Clinic in the local area. Active Duty are not covered for comprehensive, routine exams outside of the MTF.

To ensure maximum benefit from your appointment, please bring the following items to all exams:

Clinic description and services provided:

Outpatient Medical Records (TOPA Records) - Provides outpatient medical records to clinics, upon request, for patient appointments. Upon receipt of PCS orders, medical records are packaged and mailed to the member's gaining unit. If a member is retiring or separating, all electronic medical records are printed and filed in the outpatient medical record prior to being mailed off for retirement.

Release of Information - Provides copies of medical records to members, legal, insurance companies etc. as requested. Record requests could take up to 30 days to complete. First copy of medical records is free. Any other copies are $0.13 per page with a $75 cap.

The Patient Administration Office assists beneficiaries in many ways. We can assist with new patient registrations, Virtual Out Processing for TRICARE, Line of Duty Determinations, Medical Evaluations Boards, Medical Bills, and educate patients who are enrolled into the Exceptional Family Member Program.

Pediatric Clinic


Hours of Operation: 07:30-16:30. Walk-in hours: 08:00-11:00, 13:00-15:00.


The pediatric clinical team consists of: 2 pediatricians, 1-2 pediatric nurses, 2-3 medical technicians, and a pediatric NCOIC. The patient population is comprised of 2.5 thousand patients that range from newborns to age 18. Once a patients turn 18, medical care is transferred to the Family Health Clinic, unless a patient with complicated medical diagnoses would be better cared for by a pediatric specialist. The pediatric clinic offers several walk in services: strep throat testing (ages three and older), suture/staple removal, wart treatment, weight checks, and initial newborn visits.

The pediatric clinic also provides well baby care, and school and sports physicals. Well child visits are performed at 2 weeks, 2 months, 4 months, 6 months, 9 months, 12 months, 15 months, 18 months, 24 months, then annually after 2 years old.

Immunizations are an important part of preventative medicine, especially in the pediatric age group. Many life-threatening and disabling childhood diseases still pose a threat to the unimmunized child. Further discussion about immunizations can be addressed at well visits with your pediatrician, and a schedule of pediatric immunizations is available from the Immunizations Clinic. This clinic fully supports regularly scheduled immunization of all children who are not immunocompromised.

Front Desk contact and hours: 07:00-16:30.

Your child must be enrolled in DEERS to receive health care at a military facility. You can complete DEERS enrollment by taking a copy of your child’s birth certificate, newborn hospital discharge paperwork, and/or the final adoption paperwork to the customer service desk at the Military Personnel Flight (MPF). After the DEERS enrollment has been completed at the MPF, your next step is to enroll your child in TRICARE. This can be done by visiting the TRICARE website at www.hnfs.com or calling 1-877-TRICARE.

Arrival Policy: Please arrive early for your appointment to allow time for check-in, processing and intake. If patients arrive within 10 minutes after their scheduled appointment time they will be asked to wait until the provider has availability in their schedule. If patients arrive 10 minutes or later than their scheduled appointment time, they will be rescheduled

Pharmacy Services

Clinic description and services provided:

The Clinic Pharmacy fills prescriptions ordered by doctors assigned to the medical group. The Pharmacy also fills prescriptions written by off-base doctors, as well as, all prescription refills. All refill requests must be called in to the automated refill line 302-677-2533. Please allow 2 business for fulfillment.

Physical Therapy

Physical Therapy is a referral only clinic for all musculoskeletal issues.

There is limited direct access for acute musculoskeletal injuries less than 7 days. The injury cannot involve the spine; be caused by an MVA, work related accident, or high impact fall; and the patient cannot have an open wound or abrasion.

All new patients are scheduled through Referral Management. All physical therapy consults from off-base providers MUST be reviewed by the Physical Therapy clinic to determine if care can be performed in house.

Scope of Care:
The Physical Medicine Clinic provides services to patients enrolled in TRICARE Prime with impairments, functional limitations, disabilities or changes in physical function resulting from injury, disease and/or other causes. Our practice is limited to general musculoskeletal, orthopedic conditions, and pediatric patients above age ten. Pediatric patients younger than ten with orthopedic-related conditions may be seen on a case-by-case basis.

Neurological and developmental delayed patients will be deferred to the network.

Referral Management

Clinic description and services provided:

The Referral Management Center (RMC) is a "one-stop" shop where patients go to process specialty referrals requested by their referring provider. We can also help coordinate your off-site network provider if necessary. Additionally, the RMC can review referrals.

If care cannot be provided on base, the RMC will defer you to our one of our TRICARE Health Net specialist medical provider. Come by the RMC, right after your PCM visit if you have a specific off-base provider you would like to be referred to. All routine network referrals have an expiration date, so please set your initial appointment before the referral time period ends. The RMC cannot "renew", "modify", or "delete" an unused, unwanted, or expired referral. However, an RMC technician can request a referral renewal from your PCM (this is done via telephone consult). Please be advised that referrals that have an expiration date of 12 months or more cannot be renewed. You will be required to make an appointment with your PCM for re-evaluation. This can be done by calling the appointment line at 302-736-4633.

Emergency Care does not require a referral, but you are strongly advised to contact your PCM within 24 hours of ER/ED release at 302-736-4633, M-F during duty hours.

Resource Management Office

Women's Health Clinic


Hours of Operation: 0730-1630

Arrival Time: Arrive 15 minutes prior to appointment time for processing and intake. If patients arrive after their scheduled appointment time they may be rescheduled or asked to wait until the provider has availability in their schedule.

Women’s Health services are currently available for retirees, dependents and active duty service members of all military branches including guardsmen and reservists on active duty hours.

Services:

The Women’s Health Clinic offers a variety of Gynecological care, such as Well Women’s Exams, Pap Smears, Dysplasia care, mammogram referrals, procreative management, Birth control Counseling and minor gynecological procedures.

All Dover AFB active duty women are required to have their PAPs performed in the women’s health clinic. Dependent women may choose to have their PAPs performed by an off-base gynecologic provider if they are due. If a woman has a PAP performed off-base and then requires additional evaluation, treatment or follow-up based on conditions discovered during the PAP appointment, the woman must be seen at the Dover Women’s health clinic. Both Active duty and Dependent women are required to get all other routine gynecological care at the Dover Women’s health clinic.

Medication Refill:
For medication refills, patients must call the pharmacy 2 weeks prior to taking last dose of medication. Birth control Refills are done at any time during clinic hours.

Walk-In Service:
Patients may walk-in for Depo-Provera injections between the hours of 0800-1100.

After Hours Emergencies:
Patients are to report to the nearest Emergency Room.

Wounded Warrior Case Management


Location: Inside the Hospital Building, on the First floor, to the right of the main entrance toward optometry then turn down the hallway and on the left side first office Room 204. Inside Room 204 straight ahead is room 205, WII (Wounded, Ill, and Injured) Case Manager.

Clinic Description and Services Provided:

Assist Active Duty with complex health issues by a collaborative process of assessment, planning, facilitation, care coordination, evaluation and advocacy for options and services to meet an individual’s comprehensive health needs through communication and available resources to promote quality, cost-effective outcomes. The Wounded Warrior Case Manager assists with the MEB medical requirements of those AD undergoing this process. Participants are referred for assistance by Providers, PEBLO, Commanders, First Shirts or Self.
