The Range Scheduling Section reviews and processes all scheduled activities within the RTA and SUA of the Guadalcanal Training Complex. Range Scheduling Section hours of operation are Monday-Friday, 0700-1600, except on federal holidays.

RANGE FACILITY MANAGEMENT SUPPORT SYSTEM

Range Facility Management Support System (RFMSS) is the primary method for scheduling training aboard MCB Quantico. RFMSS is a standard, integrated system designed to efficiently schedule and manage firing ranges and training areas aboard MCB Quantico. Units can utilize RFMSS to request unit training and track the status of those requests once submitted. RFMSS supports all major range management processes including: RTA scheduling; unit and range control approval processes; automation of the RCF operations; and resolution of scheduling, safety, and environmental conflicts. Training units can schedule RTAs as far as 180 days in advance of the desired training start date.

RFMSS TWO-WEEK CALENDAR

The two week calendar is an interactive spreadsheet that lists all facilities and the availability status of each. The calendar displays in two week blocks and affords users a quick snapshot of currently scheduled training. The display can be shifted to reflect the desired two week future time frame as determined by the user. This capability allows the user to input the dates of interest and view the availability of a desired facility. Users can access the two week calendar here and follow the below steps:

  2. Click on the Two Week Calendar (Read Only) link on the left menu bar
  3. Enter your start date (cannot be current date or prior date) and click refresh
  4. Refer to "Legend" link for symbol classification

REQUESTING A UNIT RFMSS ACCOUNT

Units that plan on training on a recurring basis (more than 1-time use) must first have an agreement (MOU/MOA) in place with the Base Performance Office (BPO). In order to do so, a unit representative must first contact the Range Resource Manager. Once the agreement has been approved by BPO, the unit representative will be contacted informing them of the status of the unit’s agreement. Once the agreement is in place, the unit must contact the RFMSS Functional Administrator who will then send information via e-mail on the individual account request process for their unit. Before a unit can request training via RFMSS, the unit must have both certified OICs and RSOs entered in RFMSS to compete a range request. In order to do this, those individuals must complete the Range Safety Officer/Range OIC Program.

NEW TO QUANTICO TRAINING OR RFMSS

  1. Contact the Training Support Center (TSC) via phone at 703-432-7026/7974 or the First Contact Sheet
  2. Contact Range Resource Manager for MOU/MOA clarification; some units will not require one
  3. Complete the Range Safety Officer/Range OIC Program
  4. Contact Range Safety Specialist to request a Hold Harmless Agreement (if applicable)
  5. Receive confirmation of both BPO and Hold Harmless Agreements
  6. Request unit account via the RFMSS Functional Administrator (unless your unit is scheduled under RMB Training Support (TSC personnel)
  7. Request individual account via RFMSS website (unless your unit is scheduled under RMB Training Support)
  8. Schedule Ranges and/or Training Areas via RFMSS
  9. Ensure you continue to check the status of your range request in the weeks leading up to your training date via RFMSS
  10. Check in at Range Control to sign out range equipment. This is done the day of or the day prior to the requested training date. Range Control Scheduling is closed Saturday and Sunday.

LATE REQUESTS/CHANGE REQUESTS

Late requests that interfere with approved RTA activities will not be approved. Requests that include the use of airspace must be submitted NLT 14 days prior to the intended date of execution. If your unit has an approved RFMSS training request requiring modification, contact the Range Scheduling Section.

TRAINING REQUIRING AIRSPACE AFTER 2400

Units requesting to conduct live-fire or air operations after 2400 must submit a request to the Commanding Officer, MCBQ via the Director, RMB to retain activation of the Special Use Airspace (SUA). Requests must be signed by the Unit Commander or representative with By Direction Authority. Requests should be submitted at least 14 working days prior to the scheduled activity to allow for processing. Here is a sample Airspace Extension Template format.

QUIET HOURS

Quiet Hours are established to promote good community relations. Quiet Hours are in effect from 2200-0600 daily. The only live fire authorized during Quiet Hours is 7.62mm and below. Units with valid training requirements during Quiet Hours must submit a request to the Commanding Officer, MCBQ via the Director, RMB. Requests should be submitted to at least 14 working days prior to the scheduled activity to allow for processing. Requests must be on organizational letterhead in standard correspondence format and are to be signed by the unit Operations Officer or equivalent. A sample request is provided as a reference.
