MCB Quantico DEERS/ Official Passports/ ID Card Center

Our mission is to provide enrollment in the Defense Enrollment Eligibility Reporting System (DEERS), issue Common Access Cards (CAC) and/or official Identification Cards to all active, reserve and retired service members, service member families, and civilian and contractor employees. Additionally, we also provide diplomatic, official passports and no-fee passport passports for official travel.

Walk-ins: 7 a.m. to 3 p.m., Monday to Friday (Reserve the right to close due to volume)

By appointment only.  To schedule an appointment for official passports, please contact the passport agent at (703) 784-1488.  The passport agent will provide detailed instructions and requirements for the appointment and application.  Please download the Passport Checklist to assist in efficient processing of the passport application.  To access application forms, please visit here.  No walk-in appointments are accepted.  Please note tourist passports applications are not accepted or processed by the MCB Quantico Passport Agent.



Appointments for CAC, DEERS and ID Cards

Appointments are offered for convenience and can be schedule by phone or online here. Please keep a copy of the appointment confirmation number.  Please ensure to schedule one appointment for each individual requiring service.   Notify service counter at arrival about each scheduled appointment.  Appointments are available from 7:30 a.m. to 3:30 p.m. on Monday thru Friday.  Even with scheduled appointments, some customers may experience a wait time.  Please inform the service counter if wait time is longer than 30 minutes.  A high volume of customers, system outages/processing and the complexity of service can delay service for all customers.  A grace period of 10 minutes is granted for late customers.  To cancel or reschedule, please call the center or visit here.  Customers will need to know their confirmation number to cancel/reschedule an appointment.

Walk-in customers are assisted on a first-come-first-served basis. Walk-in customers are accepted Monday - Friday, 7 a.m. - 3 p.m. For customers who arrive before 0700, the line for services forms outside of the exterior door on the north side of Little Hall. The line for services will form inside Little Hall during the winter months. Signs will be posted to direct customers accordingly. The walk-in service may end earlier than 3 p.m. depending on the volume of customers. The ID Card Center reserves the right to end services to allow for processing of the remaining customers signed in for walk-in services. Wait times may vary. Expect longer wait time from 1100-1300.

A properly verified and signed DD Form 1172-2 is required for all dependent enrollments/changes and dependent ID card issuance. The sponsor has the following options to complete the DD Form 1172-2 for their dependents:

  • Sponsor is present with dependents for service at the walk-in or appointment.
  • Sponsor can fill out DD Form 117-2 at center and then depart while dependents receive service.
  • Sponsor gives dependent General Power of Attorney and dependent presents original General POA at time of service.  The General POA must be original, valid and unexpired.
  • Sponsor can digitally sign DD Form 1172-2 with CAC using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/. DoD Common Access Card (CAC) holders may access their DEERS record to make changes, perform CAC updates (e.g., add or change email certificates), or sign the DD Form 1172-2 (1/2014) using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/.  The dependent brings copy to center for service.
  • Sponsor completes DD Form 1172-2 and signature is notarized, dependent presents original for service

Note:  Once signed, the DD Form 1172-2 is valid for 90 calendar days and can only be used for one service visit.  Only the dependents listed on the DD Form 1172-2 can received service as authorized by sponsor.

Any individual over the age of 18 must present two forms of valid, unexpired identification for ID card issuance. 

Individuals under the age of 18 require one form of valid, unexpired identification for renewal of identification card and two forms of valid, unexpired identification for initial verification of eligibility.  For a list of acceptable forms of identification, please view the Identity Source Documents listed on top right of this website.  Please call for further guidance to determine what is required for each particular situation.

All documents must be original or certified true by the custodian of the original document.  All court documentation must be state or county certified stating that it has been filed and recorded in the courthouse.  A notarized copy may not be considered a certified copy depending on the laws of the state that issued the original document.  All foreign documents must be originals with an Apostille and translated in English. Please contact the Department of Foreign Ministry Affairs in the country of issuance or search the web for "Apostille certification & country" to obtain guidance.  Photocopies of documentation are not authorized as proof of identification or eligibility.
