Office of Counsel

 

- Serve as the primary legal consultant and advisor to the Commanding General, MCCDC/Marine Corps National Capitol Region (MCNCR), and Commander, MCB Quantico, for all business and commercial activities, including contracts, intellectual property, real estate, environment, ethics, civilian personnel and all other matters within the purview of the Navy General Counsel;

- Serve as Designated Agency Ethics Counselor for MCCDC/MCB Quantico;

- Serve as Component (USMC) Regional Environmental Coordinator for Environmental Protection Agency Region III;

- Serve as MCB Marine Corps Community Services and Marine Corps Marathon counsel for NAF matters;

- Provide legal services to Joint Force headquarters, National Capitol Region, including operational planning and incident response;

- Provide legal advice and support in the field of civilian personnel law, including Equal Employment Opportunity Commission (EEOC)/Merit Systems Protection Board (MSPB) and labor-management matters to MCCDC/MCB/MCNCR and tenants;

- Provide litigation advice, services, and representation before administrative agencies, boards, and courts (GAO, ASBCA, MSPB, EEOC, FLRA);

- Liaison to Department of Justice for third party representation and other litigation involving MCCDC and MCB Quantico.

LEGAL HANDBOOK

The legal handbook is a collection of information papers and references for military and civilian action officers at Marine Corps Combat Development Command and Marine Corps Base, Quantico.

It is intended to serve as an introductory reference for recurring questions and for potentially troublesome issues that are peculiar to our practice here, at Quantico, for which unique rules often apply. For example, because Quantico is in the National Capital Region (NCR), rules on the use of government sedans are far more stringent than rules for installations outside the NCR.

This handbook provides an overview of legal issues but it is not a substitute for seeking advice pertinent to a specific set of facts. For specific questions, please contact the Office of Counsel at (703)784-3009.
