STEP 3 - ROIC/RSO APPOINTMENT LETTER

MCO 3570.1C (Range Safety) and MCBO 3570.1 (Regulations for Ranges, RTAs, and Airspace) require that the Unit Commander ensure that personnel to be appointed as an RSO or ROIC be appropriately qualified.

The ROIC must understand the entire training evolution and be able to fully influence the conduct of the event. The ROIC must be certified in the weapons systems, munitions and training devices for which they are accountable. Weapons systems certified is defined as having completed a standard program of instruction for a particular weapon system, munition or training device or formal familiarization training approved and documented by the unit commander.

The RSO acts as an impartial safety representative and may not be assigned to any other duties during the conduct of live fire training. The RSO must be weapons systems qualified for all systems, munitions and training devices to be used in the event for which they are accountable and fully understand the entire training evolution. Weapon system qualified is defined as having completed a standard program of instruction for a particular weapon system, munition or training device that includes live fire. For weapon systems without a standard program of instruction, qualification may be achieved through a standardized course approved and documented by the unit commander that includes at a minimum: live fire, immediate/remedial action, loading/unloading, targeting, employment, and testing.

By submitting the ROIC/RSO Appointment Letter on your unit letterhead, your Commanding Officer is simply stating that all personnel submitted to Range Management Branch to perform RSO/ROIC duties in any range request meets the requirements of the orders.

The letter must be signed by the Commanding Officer, or their designate with By Direction signatory authority.

Once the letters are complete, they must be submitted to the Range Management Branch by either FAX to 703-784-6725 or by calling the Range Scheduling Section at 703-784-5502/5507 and sending it to the Range Scheduler on duty.
