Distribution Management Office

Distribution Management Branch, G-4 Logistics Division, Marine Corps Base Quantico organizes and manage the Marine Corps Installations National Capital Region's commercial transportation and accessorial services worldwide in the movement of personnel, cargo and personal property to maximize efficiency, effectiveness and responsiveness of MCINCR while fulfilling all valid transportation requirements.

Freight

Provides commercial inbound and outbound freight transportation support, accessorial services and installation drop-off location for outbound Federal Express shipments.

Monday – Friday 8:00 a.m. - 4:00 p.m.
Closed Federal Holidays and 12:00 – 12:30 p.m. daily.

Services Provided

  • Central shipping/receiving activity for MCB Quantico Government property; items varying from documents to light armored vehicles. Forms DD-1149 or DD-1348 are required for all outbound shipments.
  • Please contact us to arrange for shipments requiring special handling. Lift capabilities within the section are limited to 6,000 lbs.
  • Safe Refuge is provided for truckers during a National Emergency at the Ammunition Supply Point (ASP). Carriers requiring refuge should make arrangements with the Ammunition Supply Point by calling 703-784-5296. Secure Holding is not available at Marine Corps Base Quantico after hours or weekends.
  • The Federal Express service desk is open from 8:00 a.m. to 4:00 p.m., Monday through Friday. Shipments requiring next day delivery must arrive NLT 2:00 p.m. to ensure next-day delivery.

Personal Property/Household Goods

Provide individual and group entitlement counseling, briefs, document processing and claims assistance in support of military and civilian relocations worldwide.

Outbound and local moves are arranged by the Personal Property Processing Office, MCB Quantico, please call 703-784-2831/2/3 Monday through Friday from 8 a.m. - 4:30 p.m. to speak with a counselor.

Inbound moves and non-temp storage; contact the Joint Personal Property Shipping Office, Mid Atlantic Area (JPPSOMA) at ( 703) 806-0968 Monday through Friday from 8 a.m. - 4:30 p.m.

After hours, weekends or holidays, please call the JPPSOMA NCO at (703) 899-4873. The Personal Property Office at MCB Quantico has NO information or visibility of INBOUND shipments.

To arrange delivery of property shipped from other locations contact JPPSOMA at 1-800-762-7186 or http://www.belvoir.army.mil/jppsowa and select the inbound option for delivery service options.

Arranging Household Goods Shipments

As soon as you are alerted to your upcoming Permanent Change of Station (PCS) move, you can start getting your house and family ready. Clean up and get rid of junk. Hold a yard sale or take serviceable items you no longer need to a thrift shop or donate to charity. Get important family records together in one place.

If you are going overseas, you should begin to plan what items you will take in your unaccompanied baggage, in your household goods shipment, and what might need to go into permanent storage. Remember, in overseas areas, the electric current is different and houses are generally much smaller than U.S. standards and cannot handle large furniture.

Household Goods Shipping Process

The Defense Personal Property System (DPS) is the online system you will use to manage your household goods shipment. Move.mil explains this new process and provides access to DPS.

Shipping Pets

Planning for shipment of your pet includes researching airline requirements and quarantine restriction laws in your new location. You will need to check with the airlines on the requirements for size, weight, number of animals, kennel construction, documentation and season of the year limitations. Occasionally, small pets can be shipped on military flights but availability and regulations are always changing, as well as fees. Search Move.mil for general information on shipping pets.

Many international locations have strict importation laws including extended quarantines and restrictions on breeds or types of animals that can be brought into the country. Carefully research these rules as they could impact your moving schedule. Not only do overseas locations have strict rules but many locations in the United States have restrictions on certain breeds as well. Services Provided

CONUS TRAVEL

TAD travelers are required to use the on line Defense Travel System (DTS) to initiate their travel. Questions regarding DTS travel can be answered by your unit Authorizing Official (AO) or the installation DTS Helpdesk. DTS orders must be stamped “APPROVED” and have appropriation data before tickets can be issued electronically. It is the traveler’s responsibility to ensure that tickets have been generated prior to reporting to their perspective airport. Tickets will normally be issued 3 days in advance of your travel date.

PCS travelers and other travel that cannot be booked in DTS must contact the CTO to arrange reservations for commercial air flights. A copy of endorsed travel orders must be provided to the DMO Passenger Section so that your tickets may be generated. Tickets will normally be issued 3 days in advance of your travel date.

OCONUS TRAVEL

Air Mobility Command (AMC) flights will be utilized to the fullest extent possible. Requests for AMC travel must be submitted in the form of a portcall request via IPAC. Travelers must provide a 14 day window of availability and include information for all travelers (i.e. rank, full names, full SSN’s, valid POC, animals weight and kennel dimensions etc.)

Flights bound for Japan and Korea depart out of Seattle, Washington only. A commercial flight to Seattle must be booked by the customer, via the CTO, once the AMC flight is confirmed.

PET SPACE IS LIMITED AND IS BASED ON A FIRST COME, FIRST SERVE BASIS.

If you intend to take your pets, submit your request as early as possible and inform the IPAC Clerk when handing in your paperwork. Port Calls cannot be changed to accommodate pet requests. Shipment of pets during the summer months is very limited do to extreme weather conditions and may be prohibited on flights. Pet transportation is at the traveler’s risk. The member is responsible for obtaining all required documentation, immunization, and border clearance requirements.

COMMERCIAL BUS

To request Commercial Bus transportation, units must submit a request to the DMO

Passenger Section via email or fax. Once the request has been made, DMO will negotiate with local bus companies for best value and provide the confirmation to the unit. Payment will be due at time of confirmation. In the event of cancellation, notification must be provided 24 hours prior to departure date to avoid penalty charges.

Commerical Bus Request Form

Travel and transportation allowances authorized at government expense for military and civilian personnel are prescribed by the JFTR, Volume 1 and JTR Volume 2. The JFTR and JTR are implemented by the Secretaries of the Armed Services in accordance with authority contained in public law. They are regarded as statutory regulations having the force and effect of law. The JFTR/JTR must be used in determining entitlement of military and civilian personnel of the Marine Corps to travel and transportation allowances at government expense.
