Range Logistics Section

The mission of the Range Logistics Section is the development and sustainment of all training assets within the Guadalcanal Training Complex in order to provide tangible and practical training capabilities that meet or exceed the Warfighters combat training requirement.

The Range Logistics Section develops, validates and certifies RTA modifications while providing liaison services to the customer in order to synchronize the planning, design, maintenance, and repair of all training assets. The Range Logistics Section also serves as the G-3 Training Liaison for non-tenant units and enforces pertinent MCBQ regulations through on-site inspections and a constant patrol presence.


RANGE DEVELOPMENT

The Range Complex Development Manager works closely with the customer for the duration of requirement development and design. The Range Complex Development Section (RCD) executes its mission utilizing the following available resources:

MCBQ FACILITES AND LOGISTICS SERVICE SECTION

RCD provides project requirements to the Facilities and Logistics Services Section in the form of Military Construction (MILCON), M2R2, M1R1 and MAXIMO requests.

MCBQ NATURAL RESOURCES AND ENVIRONMENTAL AFFAIRS (NREA)

The NREA Branch implements and manages the natural resources and environmental programs for MCBQ. RCD provides all required requests to NREA in the form of a Request for Environmental Impact Analysis (REIA) which is necessary to implement projects in the Ranges and Training Area (RTA).

PUBLIC WORKS BRANCH

RCD submits requests for RTA maintenance and improvement projects that do not meet the requirements of the MILCON, M2R2 and M1R1 scope of work and detailed planning.

MARINE CORPS RANGES AND TRAINING AREA MANAGEMENT (MCRTAM)

MCRTAM provides oversight and sponsorship for range issues.

MARINE CORPS RANGES AND TRAINING AREA MANAGEMENT SYSTEM (MCRTAMS)

MCRTAMS utilizes two programs to assist the Marine Corps with the funding, development and execution of range development and sustainment projects:

  • Ground Range Sustainment Program (GRSP) - RCD works with customers to determine valid requirements for projects within specific cost parameters and enters all associated project information and documents into the GRSP database in order to initiate the validation and planning process with MCRTAM. This process begins in March of each year.
  • Range Projects - RCD works with customers to determine valid requirements for projects within specific cost parameters and enters all associated project information and documents into the Range Project database in order to initiate the validation and planning process with MCRTAM. This process begins in September of each year.

RANGE SUSTAINMENT

The Range Sustainment Manager provides maintenance and sustainment support to the ranges and training areas (RTA). The Range Sustainment Manager also acts as a liaison to range customers, Facilities Maintenance Services (FMS) and Public Works in regards to range projects and maintenance.

SERVICES PROVIDED:

  • Routine Maintenance (ranges, landing zones, buildings, gates, flagpoles and improved surfaces)
  • Emergency Maintenance (safety, utilities and HVAC)
  • Grass Cutting (ranges, training facilities and landing zones)
  • Scheduling (maintenance personnel RTA access)
  • Operational Range Clearance
  • Project Lead for all active RTA projects

RANGE PATROL

The Range Patrol Section enforces the installation range regulations. The Range Patrolmen are tasked by the RCF and provide the first response to any situation within the RTA and SUA of the Guadalcanal Training Complex.

LOCKED GATES

Bypassing locked gates is not authorized for any reason. Gates are locked to prohibit access to live fire areas in use. Bypassing locked gates could result in property damage, injury or death. Do not bypass gates for physical training, hunting or any other activity. Bypassing locked gates is a violation of federal law and can result in a federal trespassing violation.

POST INSPECTIONS

Training units must request post inspections from the RCF. Post inspections are conducted during daylight hours only. Concertina wire, sandbags, engineer tape and other training aids must be removed before the Range Patrolman arrives to conduct the inspection. LZ and DZ inspections will encompass not only the LZ/DZ itself but also 25 meters into the tree line. Patrolmen will accept all range gear onsite after a satisfactory post inspection is complete; all signed out gear must be present for turn in to the Range Patrolman.

PATROL ESCORTS

Due to the configuration of locked gates, certain ground movements (i.e. hike routes) must be escorted by a Range Patrolmen. Any route that allows one unit access to another units live fire must be escorted by a Range Patrolmen. At no time will a unit be given gate keys that will allow them access into other units SDZ. The escort will unlock and lock gates as required along the route.

Patrol Escorts must be coordinated through the Range Scheduling Section and indicated in the units RFMSS request.

PRIVATELY OWNED VEHICLES IN THE RTA

POVs are not allowed in an active RTA except as authorized by RMB. POVs may only operate on improved surface roads open to normal vehicular traffic. Any form of off-road recreational travel is strictly prohibited. Violators are subject to administrative action, to include federal trespassing/traffic citations and towing at the owner's expense. POVs may be used in the RTA as transportation for specific range exercises, classes, etc. as coordinated by the ROIC/RSO.

Use of a POV as the designated safety vehicle or to evacuate any casualties is strictly prohibited. POV's will not block access to any RTA. Unrestricted access must be maintained for safety and medical evacuation considerations. If authorized, operation of POV's as transportation to or from training is authorized at the risk of the owner/operator.

For non-scheduled events such as range reconnaissance, it is necessary for the driver of the vehicle to check-in at the Range Scheduling Section and receive specific authorization prior to departing for a particular area.

Hunters possessing a hunting pass issued by the Game Check Station may park their POV in the designated parking areas identified in the MCB Hunting and Fishing regulations. Official operation of vehicles off-road by hunters must be coordinated with and approved by RMB on a case-by-case basis.
