Range Safety

The Range Safety Section is responsible for ensuring all training events within the RTA are conducted IAW all applicable Range Safety orders and regulations. Range Safety personnel monitor RTA activities, enforce Range Safety policies, and investigate RTA violations.

RANGE SAFETY SPECIALIST (RSS)

The RSS performs administrative and investigative duties related to the safe conduct of training within the RTA. He serves as the primary liaison for units desiring to conduct non-standard training events and also oversees the administration of the MCB Quantico RSO/ROIC Program.

RSO / ROIC PROGRAM

In order to serve as a Range Safety Officer (RSO) or Range Officer-in-Charge (ROIC) aboard Marine Corps Base Quantico (MCBQ) there are three requirement one must undertake:

  1. Successfully complete the USMC Range Safety Course (Basic) - Distance Learning and possess a course completion certificate
  2. Successfully complete the MCBQ Range Safety Course and Test
  3. Be verified by the parent Unit Commander to be qualified with (RSO) or certified for (OIC) for the weapons systems, munitions and training devices for which they are accountable

NON-STANDARD TRAINING REQUESTS

Ranges are certified with specific firing point and target locations. Requests to conduct training other than those certified activities are considered non-standard. Non-standard training must be approved by the Range Operations Officer (ROO). Units are encouraged to contact the Range Safety Specialist (RSS) for initial coordination prior to submission. Submit requests for non-standard training to the RSS.

Requests must include:

  1. A description of the training to be conducted
  2. Type of weapons/ammunition to be used
  3. Desired firing points/azimuths of fire
  4. Special instructions and control measures to be used

RANGE DEVIATIONS

Units requiring a deviation from existing orders or regulations must submit a request in writing to the Commanding Officer, MCBQ via the Director, RMB. Requests must be signed by the unit commander or their designated representative. Units requesting a deviation are encouraged to contact the RSS prior to the submission of a formal request in order to conduct initial coordination.

Deviation requests will include the following information:

  1. The Order or reference from which the unit requests a deviation
  2. Justification for requesting the deviation
  3. A description of the training being requested
  4. An Operational Risk Assessment for conduct of the training evolution

Deviation requests for live fire training will also include:

  1. Type of weapon and ammunition/munitions to be used
  2. Requested firing points and azimuths of fire if applicable
  3. Any special instructions, data or control measures relevant to the live fire training, weapons or ammunition/munitions
  4. The unit must identify if the deviation is for a one time use or a permanent change
