Overview
The National Flood Insurance Program aims to reduce the impact of flooding on private and public structures. It does so by providing affordable insurance to property owners and by encouraging communities to adopt and enforce floodplain management regulations. These efforts help mitigate the effects of flooding on new and improved structures. Overall, the program reduces the socio-economic impact of disasters by promoting the purchase and retention of general risk insurance, but also of flood insurance, specifically.

The Federal Emergency Management Agency (FEMA) has released a new guidance document, Reducing Flood Risk to Residential Buildings That Cannot Be Elevated, FEMA P-1037 / September 2015. This publication discusses alternative mitigation measures that residential property owners can use to reduce flood risk to residential buildings where it is not feasible to elevate due to the building’s structural characteristics. The document also addresses the potential of these measures to reduce flood insurance premiums under the National Flood Insurance Program. Homeowners can use the information to compare options for protecting their property from future flooding and reducing their flood insurance premiums now and in the future. - National Flood Insurance Program Technical Support Hotline
We created a new Technical Support Hotline for National Flood Insurance Program policyholders who have questions about their flood insurance policy or the claims process. - To improve the nation’s resilience to flooding and better prepare the nation for the impacts of climate change, the President’s Climate Action Plan (June 2013) directs federal agencies to take the appropriate actions to reduce risk to federal investments, specifically to “update their flood-risk reduction standards.”
To further the Climate Action Plan, the President released the Executive Order, Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input, and the Standard. On March 21, 2014, President Obama signed the Homeowner Flood Insurance Affordability Act of 2014 into law. This law repeals and modifies certain provisions of the Biggert-Waters Flood Insurance Reform Act, which was enacted in 2012. FEMA will continue to identify and publish special flood hazards and flood risk zones as authorized and required by Congress.
