LEOSA

The Law Enforcement Officers Safety Act ("LEOSA") became Federal law on July 22, 2004. Originally introduced as House Resolution 218 (H.R. 218) and codified within the provisions of The Gun Control Act of 1968 as Chapter 44, Title 18 of the United States Code, ยงยง 926B and 926C, LEOSA defines two classes of law enforcement officers; currently serving and retired/separated officers.  In 2013, LEOSA was amended by the National Defense Authorization Act (NDAA) for Fiscal Year 2013, which clarified that military police officers and civilian police officers employed by the U.S. Government met the definitions in the original Act.

LEOSA is applicable to qualified Navy Security Force (NSF) active duty military and civilian personnel, and qualified NSF retired/separated personnel.  LEOSA exempts these persons from the concealed firearms carry laws of the 50 States (including the District of Columbia, Puerto Rico and U.S. Possessions), as well as the political subdivisions thereof, provided they meet LEOSA's requirements and Navy policy and procedures.

Commander, Navy Installations Command is in the process of implementing LEOSA.  Navy implementation will center on qualified active duty and retired/separated personnel to participate under LEOSA on a voluntary basis.
