This page relays information regarding the application submittal process for HMGP, PDM, and FMA.

HMGP Application Submittal

Applicants, applying for funding under the Hazard Mitigation Grant Program (HMGP), must submit applications via the National Emergency Management Information System (NEMIS) – Mitigation (MT).

Eligible applicants include the emergency management office or similar office of the 50 States, the District of Columbia, American Samoa, Guam, the U.S. Virgin Islands, Puerto Rico, the Northern Mariana Islands, and federally-recognized tribes.

NEMIS –MT is a database system used to track disaster data and administer HMGP for FEMA and Recipients.   Applicants must request access through their FEMA Region in order to gain access to NEMIS. The Users Manual available from the FEMA Library provides instructions on how to use the NEMIS - MT to administer program information and grant applications for the HMGP.

FMA and PDM Application Submittal

Applications for the Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM) grants are processed through the Mitigation eGrants system.  The eGrants system encompasses the entire grant application process and provides the means to electronically create, review, and submit a grant application via the Internet.  Applicants and subapplicants can access eGrants at portal.fema.gov.
