Official Mail

Official Federal government mail includes Penalty Mail, Franked Mail, and Prepaid Mail. Federal agencies may use Penalty Mail via meters, permits, Business Reply Mail® (BRM), PC Postage®, and Priority Mail Express®. Franked Mail is generally restricted to current and former Presidents and Vice Presidents of the United States and members of Congress.
