Todd Simpson

Associate CIO for Technology Operations & Infrastructure

Todd is the Associate Chief Information Officer (ACIO) for Information Technology Shared Services. As the ACIO, he provides leadership and technical direction over Service Desk and IT Operations and provides a cost effective, high performing and secure IT infrastructure for Operating Administrations (OA) within DOT. Prior to assuming this role, Todd served as Chief Information Officer at the United States Department of Justice Criminal Division (USDOJ), where he led the organization’s IT and litigation support units.

Kristen Baldwin

Kristen Baldwin joins DOT from the Department of Health and Human Services, Office of the Secretary, where she worked in the Web Communications Division of the Assistant Secretary for Public Affairs.

Cybersecurity, Privacy and Information Assurance Technology Operations and Infrastructure

Overview

The Department of Transportation understands the threat against the nation’s cyber infrastructure and has made cybersecurity a top priority. DOT is taking action to respond to the threat and improve the cybersecurity posture and capabilities of the United States. The department faces the challenge of implementing the administration’s priority, responding to an increasing cyber threat, adapting its security posture to a Web 2.0/3.0 environment and achieving the goals of national cybersecurity strategic plans and initiatives. Cybersecurity priorities are:

Technology Strategy, Planning and Assessment

Providing direct services to DOT customers is critical and IT Shared Services has transformed its multiple infrastructures into a Common Operating Environment (COE) servicing the entire department, exclusive of the FAA. The COE eliminates redundant services and improves overall service and security levels by standardizing and maintaining a controlled environment. IT Shared Services institutionalizes new methodologies and processes while improving overall program performance and ensuring continuous customer satisfaction and process improvement.

Business Technology Alignment and Governance

Overview

The Office of the Chief Information Officer provides information technology alignment and business value by addressing business needs of the enterprise; instilling robust and disciplined processes that include a business and information architecture as a foundation; putting into effect a robust Capital Planning and Investment Control (CPIC) program to align with the Department of Transportation mission and support business needs; achieving common IT leadership and best practices in IT portfolio man

Resource and Program Management

The Department of Transportation’s Chief Information Officer Resource Management Office (RMO) allocates resources to ensure a modern, results-driven workforce, a streamlined, effective budget planning process, and strategic partnerships with the leading IT professionals and firms. OCIO RMO works with offices throughout DOT to ensure effective management and reporting of the budget, human resources, and procurement activities.
