    Operation Safe Delivery Plays Out in Indian Country

    On September 16-17 in Great Falls, Montana, more than 100 people came together to simulate a crude oil train derailment on the Blackfeet Nation. FEMA’s National Exercise Division coordinated the exercise, Montana Operation Safe Delivery, along with Blackfeet Nation, the State of Montana and Region 8 staff.  This is one of three in a nationwide series and the only national one to take place on a tribal nation.
     
    The goal of the exercise was to examine and confirm the capabilities needed to respond to, reduce the effects of, mitigate the consequences of, and recover from a train derailment involving crude oil.
     
    The two-day seminar and tabletop exercise brought together all seven tribal nations in Montana to participate in and learn from a simulated volatile incident.
     
    The session opened with a prayer from Blackfeet Tribal Historical Preservation Officer John Murray and a welcome from Blackfeet Chairman Harry Barnes.  Attendees represented a wide variety of agencies and organizations: Amtrak, BNSF Railway, Department of the Interior’s Office of Environmental Policy and Compliance, EPA, Federal Railroad Administration, Montana National Guard, National Weather Service, U.S. Customs and Border Protection, and various county and state first responders.
     
    Tribal members reported gaining a greater sense of partnership with local, state, federal, private sector and non-government organizations, as well as a better awareness of response and recovery challenges that currently exist amongst their tribal nations.
