Best Available Data Memo
This memorandum provides guidance on the requirement in 44 CFR 9.7(c) and Executive Order (EO) 11988 Sec. 2(a)(l) on the use of best available flood hazard information for FEMA-funded actions in areas of New Jersey and New York impacted by Superstorm Sandy.

Consultation Checklist
This checklist is for local government representatives conducting consultation meeting with prospective Severe Repetitive Loss subapplicants. The SRL program no longer exists. However, there are some projects that are still open under the program.

The Hazard Mitigation Assistance Cost Share Guidance is a tool for Applicants, Subapplicants and FEMA to assist with understanding match requirements for FEMA's Hazard Mitigation Assistance (HMA) grants. The Guide encourages early coordination for cost share strategies and provides helpful examples for various approaches such as donated resources for the non-Federal cost share.

Greatest Savings to the Fund Memorandum
This memorandum provides guidance on how to use the Greatest Savings to The Fund data and methodology to demonstrate the cost effectiveness of mitigation projects submitted to the Severe Repetitive Loss (SRL)program. The SRL program no longer exists. However, there are some projects that are still open under the program.

HMGP Ceiling Memo
This memorandum rescinds the 6-month lock-in as a floor, or guaranteed minimum funding for HMGP. It clarifies that the 12-month lock-in is the maximum amount available. This memo is commonly used by States, Territories, and federally-recognized tribes.

Model Acknowledgement of Conditions for Mitigation in Special Flood Hazard Areas
This is a model agreement that the property meets regulations for mitigation in a special flood hazard area.

Model Consultation Agreement
This documents the consultation process and interaction between homeowner and the local government.

Model Deed Restriction
Applications requesting mitigation assistance to acquire properties for open space purposes must include a copy of the deed restriction language in this document to meet these requirements.

Sandy Recovery Improvement Act 2013 -Advance Assistance
The Sandy Recovery and Improvement Act of 2013 gives FEMA the authority to provide up to 25 percent of the amount of estimated Hazard Mitigation Grant Program (HMGP) costs to States, Territories, and federally-recognized tribes in advance of incurring eligible costs.

Severe Repetitive Loss and Repetitive Flood Claims Program
This page provides information for the Severe Repetitive Loss and Repetitive Flood Claims Program. In July of 2013, the Bigger Waters Flood Insurance Reform Act of 2012 eliminated both programs.  However, there are still open projects under these two programs.  The link provides additional information to those recipients still working on completing their projects.
