About the Continuity of Operations (COOP) Division

The COOP Division provides the foundation for the Nation’s First Essential Function, to ensure a constitutional government under all conditions, by leading the whole community to continue to perform essential functions during a wide range of emergencies and by serving as a continuity center of excellence for outreach, assistance, and training to other DHS and FEMA Components, Federal Agencies, States, Territories, Tribal Nations and Local Government jurisdictions.

Continuity of Operations (COOP) Division

The National Continuity Programs (NCP) COOP Division provides the foundation for the nation’s First Essential Function to ensure constitutional government under all conditions and ensures that Federal Executive Branch Departments and Agencies (D/As), including FEMA, continue to perform their Mission Essential Functions (MEFs) and Primary Mission Essential Functions (PMEFs) during a wide range of emergencies.  To support the COOP Division’s overarching goal and strategic objectives, each of the COOP Division Branches — Federal Branch; FEMA Branch; State Territorial, Tribal, and Local (STTL) Branch; Regional Integration Branch; and Strategic Planning Branch has been aligned to a specific objective.

The Federal Branch

The Federal Branch provides continuity planning, guidance, outreach, training, and assessments across the Federal Executive Branch to develop capabilities for the continuance of essential functions across a broad spectrum of emergencies or any situation that may disrupt normal operations. The Federal Branch develops, manages, and maintains Federal continuity guidance and provides outreach to ensure the continuation of Federal Executive Branch essential functions; improve the ability of the Federal Executive Branch to prepare for, protect against, respond to, recover from, and mitigate all hazards that may disrupt normal operations.

FEMA Headquarters (HQ) Branch

The FEMA HQ Branch has overall responsibility for the development, implementation and execution of all continuity of operations policy, plans, programs and procedures for FEMA HQ, and executes this responsibility in coordination with all FEMA HQ Components.  The FEMA Branch also provides assistance, as required, to private sector organizations. The FEMA HQ Branch oversees the FEMA HQ continuity programs in close coordination with other FEMA Components to ensure the continuation of FEMA HQ essential functions during all hazards, emergencies, or any situation that may disrupt normal operations.

Regional Integration Branch (RIB)

The Regional Integration Branch supports the COOP Division by providing guidance, procedures, and technical support to the 10 FEMA Regions by assisting the Regional Continuity Managers (RCMs) in designing, developing, and conducting and delivering major continuity related exercises and training. The RIB will be the sole source for the finest quality of National Continuity Program support to the FEMA Regions by assisting each Regional Continuity Manager in designing, developing, conducting, and delivering quality test, training, and exercise products to their customers.

State, Territorial, Tribal, Local (STTL) Branch

The State, Territorial, Tribal and Local (STTL) Branch of the COOP Division is responsible for providing continuity planning guidance and assistance to develop capabilities for the continuance of State, territorial, tribal, and local governments, and for leading the preparedness, response, and reconstitution disaster operations efforts of the Division. The STTL Branch also assists in developing capabilities for the performance of non-Federal entities’ essential functions.

Strategic Planning Branch

The Strategic Planning Branch supports the COOP Division in identifying and tracking strategic planning goals and timelines, analyzing and evaluating Division programs, and implementing key program and budgetary functions to ensure the Division is able to fulfill its objectives and goals efficiently and effectively. The mission of the Strategic Planning Branch is to develop and track strategic plans; oversee program analysis and evaluation; and coordinate and implement the Division budget in order to improve and ensure the effectiveness and efficiency of COOP Division functions.

National Continuity Programs (NCP)

FEMA's National Continuity Programs Directorate (NCP) is the Federal Executive Branch Lead Agent for continuity of national essential functions. Our mission is to serve the public by protecting our Nation's constitutional form of government, and our vision is to become the Nation's center of excellence for government continuity planning, guidance, and operations.
