The Office is headed by Roberto L. Hylton who serves as FEMA’s Senior Law Enforcement Advisor to the Administrator.

Principal Functions of the Office
- Liaison between law enforcement officials and FEMA leadership
- Advisor to FEMA leadership on matters affecting or impacting the law enforcement community
- Providing guidance to FEMA programmatic areas on policy, programs, operations, and administrative matters
Staff
"Law Enforcement" is a term that describes the individuals and agencies responsible for enforcing laws and maintaining public order and public safety. Additionally, law enforcement serve as first responders and answers the call to virtually any situation, including acts of terrorism and other large-scale emergencies that may impact their community. FEMA partners with the law enforcement community in support of our mission to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
Our role is to enhance communication and coordination between FEMA and these law enforcement communities. As the Agency strengthens the nation's resilience to disasters, we must build unity of effort among the entire emergency management team, including engagement with the law enforcement community. We strive to develop better emergency management practices and in doing so we adhere to FEMA's Core Values of compassion, fairness, integrity and respect; and the Guiding Principles of teamwork, engagement, getting results, preparation, empowerment, flexibility, accountability and stewardship. The Office of the Senior Law Enforcement Advisor supports these values and principles and works with our partners to meet the needs of survivors, address our most significant risks and improve capabilities.

National Terrorism Advisory System
In 2011, the Department of Homeland Security (DHS) replaced the color-coded alerts of the Homeland Security Advisory System (HSAS) with the National Terrorism Advisory System (NTAS), designed to more effectively communicate information about terrorist threats by providing timely, detailed information to the American public.
It recognizes that Americans all share responsibility for the nation's security, and should always be aware of the heightened risk of terrorist attack in the United States and what they should do.
