The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) created A Guide to Transportation Decisionmaking to answer transportation project-related questions.
Advocacy Advance: (a partnership of the Alliance for Biking & Walking and the League of American Bicyclists) lists many resources for Navigating MAP-21. Toolbox for the Great Outdoors (American Recreation Coalition)
