Disaster work experience opportunities for existing EM's

Most small jurisdictions don't have disasters very often and many rural Emergency Managers don't have any actual disaster EOC experience. What if there was a national registry program for existing Emergency Managers that were willing to respond to assist other jurisdictions EOC's for the cost of airfare or nothing at all in order to gain valuable actual disaster EOC experience? It would benefit the jurisdiction that was experiencing the disaster, and the Emergency Manager that was able to gain that experience. In addition it would further advance the Emergency Management community by increasing skills and abilities across the Country, establishing and strengthening a valuable skilled and willing labor pool that could be accessed for disasters, and creating networking opportunities. Setting up a web page and database to administer this would be fairly easy and could be almost completely automated.
