OCFO: Financial Management and Reporting Support Services (FMRSS) BPA

The Department of Homeland Security (DHS) has awarded four Blank Purchase Agreements (BPAs) to provide its Office of Chief Financial Officer, Office of Financial Management, DHS component and its Directorates with various financial management and reporting support services in the areas of; Analytical Support, Data Quality Validation and Reconciliation, Communications, Management of External Audits & Internal Management Assessments, Accounting Records Maintenance, Financial Policy, Procedures and Documentation, Operational Support to the DHS Bankcard Program, Anti-Deficiency Act (ADA) Reviews, Budgetary and Performance Analysis, Cost Modeling, Program Management Support, Financial Reporting, Quality Assurance Review, Financial Systems, Intra-governmental Reconciliation Process and, Technical Support.

The contractor's General Services Administration (GSA) Federal Supply Schedule (FSS) 520 Financial and Business Solutions (FABS) contract clauses are incorporated into this vehicle.

Under this vehicle, orders may be issued as Firm-Fixed-Price (FFP), Time and Materials (T&M), Labor Hour (LH), and any combination of the three.

• Fills a potential gap between the old Financial Management Services contracts and TABSS because this procurement focused on non-acquisition related support for CFO level financial management and reporting support services;
• Ongoing competition between qualified contractors and opportunity to negotiate additional discounts at the task order level; and
• Leverages DHS’s volume for better pricing.

Period of Performance (POP)

One base year + 4 one-year option years (7/3/2013 - 7/2/2018)
