Project Description:   University of Central Florida’s specific vision derives from a belief that one must understand some fundamental behavioral characteristics of individuals in order to properly understand traffic behavior, and to design best practices for highway revenue collection. Thus, their experimental approach involves a significant focus on the rigorous measurement of these characteristics, and the extent to which they vary across different segments of the relevant driving populations. The approach is focused on characterizing drivers in terms of their value of time, risk attitude, accuracy of risk perception, and discount rate.
Goals:   The objective is to apply behavioral economics to highway pricing.
Background Information:   The project was submitted in response to a Fiscal Year 2009 Exploratory Advanced Research Program solicitation.

Test Methodology:   Experimental economics with a population of local drivers and students participating in (1) stylized lotteries to reveal risk attitudes; (2) driving simulators to reveal risk attitudes and travel time perceptions; and (3) GPS-recorded actual driving choices.
Expected Benefits:   To confirm the importance of accurately incorporating risk attitudes in policy analysis and impact assessment of congestion pricing.
