Bulk Fuel

Under the Memorandum of Agreement (MOA) with the Defense Logistics Agency dated March 29, 2010, federal agencies are able to procure four item classes of products and services, including “Petroleum, Oil, Lubricants (POL) and Fuels”.  On June 7, 2012, the DHS Strategic Sourcing Program Office (SSPO), in conjunction with the Office of Chief Readiness Support Officer (OCRSO), established a Department-wide Bulk Fuel Inter-Agency Agreement (IAA). This agreement between DHS and the Defense Logistics Agency – Energy (DLA-E) allows non-military Components (USCG exempt as war-fighter discount rates exceed that of other civilian agencies) to purchase bulk fuel from DLA-E in the four item classes.  Using an IAA, DHS components will issue their annual bulk fuel requirements and will receive bulk fuel at the DLA-E discounted rate.

Benefits

This vehicle meets the operational support needs of DHS Components when acquiring bulk fuel and includes the following benefits:

  • Consolidation and standardization of fuel purchases and product management;
  • Fuel transaction tracking and reporting visibility through an effective electronic management system; and
  • Optimization in fuel procurements across DHS.

Period of Performance (POP)

This MOA (Annex 1) is effective on the date of execution by both DLA and DHS and will remains in effect until terminated pursuant to the termination provision of the agreement. The MOA shall be reviewed by the parties every two years.
