Oracle Enterprise Agreement BPA

Over eighty percent of Department of Homeland Security (DHS) desktops and servers are licensed with Oracle products. Based upon both realized-and anticipated growth of the Department, the DHS Office of the Chief Information Officer (OCIO), the DHS Strategic Sourcing Program Office (SSPO) and Office of Procurement Operations (OPO) established a DHS-wide Blanket Purchase Agreement (BPA) under which calls may be issued without further competition for a period of three years from date of award. This mandatory-use BPA aligns with the Secretary’s Efficiency Goals of consolidating software requirements from DHS HQ and each Component into single enterprise procurement in a decentralized and less burdensome manner.

The Oracle Blank Purchase Agreement (Oracle BPA) is a single-award Blanket Purchase Agreement (BPA), specifically designed as the (DHS) source to provide all DHS Headquarters (DHS HQ) and DHS Components with the ability to purchase Oracle products, maintenance and services. This BPA was competitively awarded under GSA Schedule 70 for Special Item Numbers (SINs) 132-33, Perpetual Software Licenses; 132-34, Maintenance of Software; and 132-51, Information Technology Professional Services. This is a mandatory-use BPA for DHS HQ and all DHS Components for Oracle software and associated maintenance and services.

The Oracle BPA will be centrally managed and administered by the Office of Procurement Operations/Information Technology Acquisition Center (OPO/ITAC) with decentralized Calls issued by the Component organizations. Calls may be placed by any Contracting Officer (CO) in the aforementioned organizations. The Oracle ELA BPA provides DHS with a flexible means of obtaining Oracle software and associated maintenance requirements quickly, efficiently, and cost effectively. Calls against the Oracle BPA may be placed by the ITAC (for DHS HQ only) or by each individual DHS Component.

  • Co-termination of existing and future maintenance contracts;
  • Transferability of licenses within DHS;
  • Upgrading current licenses to the latest version offered by Oracle;
  • Accurate tracking and management of Oracle licenses and associated costs; and
  • Oracle technical support services, IT professional consulting services and training.
