Environmental Systems Research Institute (ESRI) Enterprise Agreement BPA

The Department-wide Enterprise License Agreement (ELA) Blanket Purchase Agreement (BPA) simplify Geographic Information System (GIS) software access, maintenance, training, help desk and service requirements to reduce the overall Department costs for the procurement of Environmental Systems Research Institute (ESRI) products.  This BPA provides the DHS with continued maintenance of the capped number of ESRI GIS desktop software licenses along with unlimited maintenance of desktop extensions that are maintained for those licenses, unlimited Server licenses, and associated tiered technical support for all the licenses.

Under this BPA, DHS components may only issue orders on a Firm-Fixed Price (FFP) basis.

The benefits of this BPA include:

• Maintenance of an annual capped quantity of DHS Perpetual Licenses for ArcGIS Desktop Software;
• Deployment of unlimited amount of other Category A software, not including the Desktop licenses referenced above;
• Technical Support/Help Desk Services;
• Access to Purchase New Software Licenses from Category A or Category B from the GSA Schedule;
• Access to Internet Services for Geospatial Content and Services;
• Maintenance for an unlimited number of desktop extensions per desktop license that is current in maintenance;
• Opportunity to negotiate additional discounts at the order level;
• Training (Online and Instructor-led); and
• Access to Temporary Software Licenses during an Incident of National Significance.

Period of Performance (POP)

One base year + 4 one-year option years (9/30/2011 - 9/29/2016)
