The Department of Homeland Security (DHS) is planning to establish a number of Strategic Sourcing contract vehicles for Department-wide use. This list represents DHS’s best estimate of contract vehicles that may be awarded. This information is published for informational purposes only and is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Agile Coaching

Scope: Establishment of a contract vehicle to provide agile coaching – technical coaching, process coaching, and enterprise coaching – to assist DHS in its full transition to agile development.

Agile Design & Development Support

Scope: Establishment of a contract vehicle to provide agile design and development support services. Will include concepts from the U.S. Digital Services Playbook (https://playbook.cio.gov) such as user-centered design, dev-ops, automated testing, and agile.

Ammunition – 9MM

Scope: Establishment of a multi-agency contract vehicle for 9 mm Luger + P Caliber duty and training ammunition.

Architecture and Engineering Services

Scope: Contract re-compete for construction engineering and architectural services to meet DHS' infrastructure needs. Includes architecture, mechanical, structural, civil, sanitary, geotechnical, and coastal engineering services.

Body Armor III

Scope: Contract re-compete for body armor to include additional law enforcement and personal protection equipment available to DHS agents and officers.

Centers of Excellence

Scope: Contract re-compete of Basic Ordering Agreements (BOAs) with university-based Centers of Excellence (COEs) for homeland security-related research, analysis, and related services in specific topic areas.

Contract Audit & Review Services II

Scope: Re-compete of the Contract Audit & Review Services (CA&RS) contract vehicle to provide a full range of audit services including, but not limited to: audits, attestation engagements, and non-audit services provided by audit organizations, such as professional advice on accounting and financial matters to assist in the negotiation, award, administration, re-pricing and settlement of contracts and financial assistance instruments.

Design/Build & Construction Services - National

Scope: Contract re-compete for the National Multiple Award Construction Contracts (NMACC) for services that include design/build, performance-based construction, design-bid-build contracts for general constructions, renovations, marine construction, demolition, and historical restoration and alterations.

Scope: Contract re-compete for the Regional Multiple Award Construction Contracts (RMACC) to acquire design/build and construction services to meet the infrastructure needs of the Department.

Detection Equipment - Backpack Radiation Detectors

Scope: Establishment of a contract vehicle for backpack radiation detectors and related services used to detect and locate radioactive sources in large areas.

Detection Equipment - Checkpoint X-Ray - Single View

Scope: Establishment of a contract vehicle for checkpoint X-ray systems and related services used to generate X-ray images to screen such things as baggage, mail, and parcels in search of explosives, weapons, narcotics, and contraband. Single-view systems generate images taken at a single angle.

Detection Equipment - Checkpoint X-Ray - Multi-View

Scope: Establishment of a contract vehicle for checkpoint X-ray systems and related services used to generate X-ray images to screen such things as baggage, mail, and parcels in search of explosives, weapons, narcotics, and contraband. Multi-view systems generate images taken at multiple angles.

Detection Equipment - Enhanced Metal Detectors

Scope: Establishment of a contract vehicle for walk through metal detectors, also known as enhanced metal detectors, and related services used for detecting metal weapons or metal contraband carried on a person or concealed by a nonmetal object.

Detection Equipment - Personal Radiation Detectors

Scope: Establishment of a contract vehicle for personal radiation detectors and related services used for the search and detection of radioactive and nuclear materials.

Detection Equipment - Trace Detection - Bench Top

Scope: Establishment of a contract vehicle for table/bench-top explosive trace detectors and related services that detect various types of commercial and military explosives. Units are largely used by DHS to detect and distinguish trace amounts of explosives on passenger baggage and belongings as a secondary screening in airports throughout the U.S. as well as at the border checkpoints and other vulnerable areas where extra security is required.

Detection Equipment - Trace Detection - Handheld

Scope: Establishment of a contract vehicle for portable explosive trace detectors and related services that detect various types of explosives and illicit drugs. They will be used by DHS to detect and distinguish trace amounts of explosives and illicit drugs at border checkpoints and by maritime boarding teams.

Enterprise Computing Services - Cloud Computing

Scope: The Cloud Computing Services initiative is one of several planned procurements under the Enterprise Computing Services framework. This framework includes a mix of traditional data center services and on-demand commercial cloud computing services. DHS seeks to competitively establish multiple award vehicles to satisfy this requirement.

Environmental Systems Research Institute III

Scope: Contract re-compete for Environmental Systems Research Institute (ESRI) products to simplify access to Geographic Information System (GIS) software, maintenance, training, help desk, and service.

Federally Funded Research and Development Center, Homeland Security Operational Analysis Center

Scope: Contract vehicle to provide research and development studies and analysis in response to new developments or demands. The purpose of the Federally Funded Research and Development Center (FFRDC) Homeland Security Operational Analysis Center (HSOAC) is to help the Department address the "how" of what must be accomplished, in a risk-informed manner, so that it can meet and measure performance of homeland security mission goals and objectives with limited resources.

Furniture (Nationwide)

Scope: Establishment of a “packaged office furniture services and supplies” contract vehicle to provide a full range of furniture, including systems furniture and non-systems furniture, and related services on a nationwide basis.

Intelligence and Counterintelligence Analysis and Training and Tradecraft Support (ICATTS) II

Scope: Contract re-compete for intelligence support including collection, fusion centers, analysis, production and dissemination, intel training, other tradecraft support, and surge support.

Managed Compliance Services (MCS) 2.0

Scope: Establishment of a BPA to provide tools and services to enable the secure delivery of IT services to customers by ensuring compliance to Federal, DHS and ITSO policies, regulation, and directives within DHS/Government IT infrastructure.

National Academy of Sciences

Scope: Establishment of a contract vehicle to acquire scientific, technological, medical, and engineering related advice and expertise.

Offsite Storage of Physical Records

Scope: Establishment of a contract vehicle for storage and servicing of agency records at a location other than agency owned or operated property.

Program Management, Administrative, Clerical and Technical Services II

Scope: Contract re-compete of the 100% set-aside Service-Disabled, Veteran-Owned Small Businesses (SDVOSB) Program Management, Administrative, Clerical and Technical Services (PACTS) IDIQ contracts.

Tactical Communications (TacCom) II

Scope: Contract follow-on for Tactical Communication Equipment and Services (TacCom) vehicle, including but not limited to subscriber equipment, infrastructure equipment, infrastructure services, O&M services, and test equipment.

Technical Investigative Surveillance Equipment (TechOps) II

Scope: Contract re-compete for the Technical Investigative Surveillance Equipment (TechOps) multiple-award Government-Wide Acquisition Contract (GWAC) vehicle to procure technical investigative surveillance equipment for use during lawfully authorized criminal investigations. TechOps II encompasses covert audio equipment, covert video equipment, and ancillary services. As a GWAC, other Federal Agencies with Law Enforcement Authority may also utilize these contracts.

Vehicle Telematics

Scope: New DHS-wide contract to equip all DHS vehicles with telematics devices over 5 years.  Telematics devices transmit data about the vehicle which is then made available to fleet and asset managers.  Data includes numerous features related to the performance and operation of a vehicle and is used to create efficiencies in the operation of the DHS fleet.
