Committee Management Office

The Committee Management Office (CMO) exercises control and lends oversight to all DHS Federal Advisory Committee Act (FACA) related committees; equips the Designated Federal Officials (DFO) and Alternate Designated Official (DFO) of each committee with the tools necessary to carry out their committee duties, facilitates stakeholder discussions; offers innovative solutions to FACA issues; and routinely provides the Department’s senior leaders with a snapshot of the FACA program.

Mission Statement

DHS Federal Advisory Committees

Advisory committees operating under the provisions of the Federal Advisory Committee Act (FACA, 5 USC Appendix) that provide advice and/or recommendations related to matters of homeland security.

These are advisory committees operating under the provisions of the Federal Advisory Committee Act (FACA, 5 USC Appendix) that provide advice and/or recommendations to the President of the United States, the Secretary of the Department of Homeland Security, or other departmental leadership involving matters of homeland security.

Committees

Presidential Committees

National Infrastructure Advisory Council (NIAC)

Provides information and advice to the President on the security of the information systems supporting the nation’s critical infrastructure.

President's National Security Telecommunications Advisory Committee (NSTAC)

Provides information and advice to the President on all telecommunications aspects affecting national security and emergency preparedness.

Statutory Committees

Board of Visitors for the National Fire Academy (BOV NFA)

Reviews the programs of the National Fire Academy and makes recommendations to the Director of NFA, regarding the operation of the Academy and any improvements which the Board deems appropriate.

Commercial Fishing Safety Advisory Committee (CFSAC)

Advises the Commandant of the Coast Guard on matters relating to the safety of commercial fishing industry vessels.

Advisory Committee on Commercial Operations of the Customs and Border Protection (COAC)

Advises the Secretaries of Homeland Security and Treasury on issues relating to the commercial operations of the U.S. Customs and Border Protection.

Great Lakes Pilotage Advisory Committee (GLPAC)

Advises, consults with, reports to and makes recommendations to the Commandant of the Coast Guard on matters relating to Great Lakes Pilotage.

Houston/Galveston Navigation Safety Advisory Committee (HOGANSAC)

Provides local expertise on matters relating to the transit of vessels and products through Galveston Bay, and to and from the Ports of Galveston, Texas City, and Houston.

Lower Mississippi River Waterway Safety Advisory Committee (LMRWSAC)

Provides local expertise on matters relating to the transit of vessels and products to and from the Ports of the Lower Mississippi River.

Merchant Mariner Medical Advisory Committee (MEDMAC)

Advises the Commandant of the Coast Guard on the evaluation processes and criteria for medical certification of merchant mariners, including physical qualification requirements. 

National Advisory Council (NAC)

Advises the Administrator of the Federal Emergency Management Agency (FEMA) on all aspects of emergency management.

Navigation Safety Advisory Council (NAVSAC)

Advises the Commandant of the Coast Guard on matters relating to the prevention of collisions, rammings, and groundings.

National Boating Safety Advisory Council (NBSAC)

Advises the Coast Guard on major recreational boat safety matters related to the Federal Board Safety Act of 1971.

National Maritime Security Advisory Committee (NMSAC)

Develops a national strategy and policy to provide for efficient, coordinated and effective action to deter and minimize damage from maritime-related transportation security incidents.

Federal Emergency Management Agency Technical Mapping Advisory Council (TMAC)

Advises the Administrator of FEMA on certain aspects of FEMA’s flood risk mapping activities.

Towing Safety Advisory Committee (TSAC)

Advises the Commandant of the Coast Guard on matters relating to shallow-draft inland and coastal waterway navigation and towing safety.

U.S. Customs and Border Protection Airport and Seaport Inspections User Fee Advisory Committee

Provides advice on issues related to the performance of airport and seaport immigration inspection services, including when such services should be performed, the proper number and deployment of inspection officers, fees and the appropriateness of any proposed fee.

U.S. Customs Service COBRA Fees Advisory Committee

Provides advice on issues related to the performance of inspection service of the Customs Service.

Discretionary Committees

Aviation Security Advisory Committee (ASAC)

Provides recommendations for the improvement of civil aviation security methods, equipment, and procedures.

Chemical Transportation Advisory Committee (CTAC)

Advises the Commandant on matters concerning the safe and secure marine transportation of hazardous materials in bulk.

Data Privacy and Integrity Advisory Committee (DPIAC)

Advises the Secretary and the Chief Privacy Officer of DHS on programmatic, policy, operational, administrative, and technological issues within DHS that affect individual privacy, as well as data integrity and data interoperability and other privacy-related matters.

Homeland Security Academic Advisory Council (HSAAC)

Provides advice and recommendations to the Secretary and senior leadership on matters relating to student and recent graduate recruitment.

Homeland Security Advisory Council (HSAC)

Provides organizationally independent advice and recommendations to the Secretary to aid in the creation and implementation of critical and actionable policy relating to the security of the American homeland. 

Homeland Security Information Network Advisory Committee (HSINAC)

Provides recommendations to the Director of the Homeland Security Operations Center on the requirements of end users within Federal, state, local, and tribal governments and the private sector regarding the Homeland Security Information Network.

Homeland Security Science and Technology Advisory Committee (HSSTAC)

Provides recommendations to the Under Secretary for Science and Technology including identifying research areas of potential importance to the security of the nation.

Merchant Marine Personnel Advisory Committee (MERPAC)

Advises the Commandant of the Coast Guard on matters relating to the training, qualification, licensing, certification, and fitness standards for seamen serving in the U.S. merchant marine. 

National Security Telecommunications Advisory Committee (NSTAC)

Provides industry-based advice and expertise to the President on issues and problems related to implementing national security and emergency preparedness communications policy.

National Offshore Safety Advisory Committee (NOSAC)

Advises the Commandant of the Coast Guard on matters related to the offshore mineral and energy industries, including activities directly involved with or in support of the exploration of offshore mineral and energy resources insofar as they relate to matters within Coast Guard jurisdiction.
