What is Risk Map

After several years and several conferences, I have yet to hear what Risk Map is exactly. Yes, touchy/feely explanations, but nothing that explains how it will be used in the field. The program has been poorly defined and I feel that it is beginning to hurt the credibility of the overall flood program. Go back to the drawing board and come up with a program that clearly defines limits of RISK (if desired) or go back to the floodplain line on the page.
