International Registration Plan

If you use a heavy vehicle to haul cargo or passengers outside Québec, you must have it registered with the International Registration Plan (IRP).

With the IRP, you can operate your heavy vehicles in every Canadian province and in the United States. You only pay the registration fees once a year, on the basis of the number of kilometres travelled in Québec and elsewhere.

Vehicles that require IRP registration

  • Trucks and tractor trucks with:
    • 2 axles and a total loaded weightWeight of a road vehicle or combination of road vehicles including its accessories, equipment and load. of 11,794 kg and over
    • 3 axles, regardless of the total loaded weight
  • Combinations of road vehicles with a total loaded weight of 11,794 kg and over
  • Buses used for the transportation of passengers for a fee (public transit)

Vehicles that do not require IRP registration

  • Vehicles used for personal needs
  • Urban delivery and collection vehicles
  • Government vehicles
  • Trucks, tractor trucks and combinations of road vehicles with a total loaded weight of under 11,794 kg
  • Chartered buses (until December 31, 2015)
Warning

IRP registration for chartered buses

As of January 1, 2016, chartered buses will require IRP registration if they are operated outside Québec.

First-time registration

To register a heavy vehicle operated outside Québec, you must make an appointment before coming to one of our 9 service centres.

When you make your appointment, we will specify which documents you will need to bring with you.

Payment

For a first-time IRP registration, you must make your payment at a service centre.

If you cannot come to the service centre yourself

The person who represents the vehicle's owner must have the original copy of the authorization to act on the owner's behalf.

Distance reporting with IRP registration renewal

You have from September to December to submit your distance report. In this report, you must indicate the number of kilometres you travelled from July 1 to June 30 of the year that precedes the IRP registration year.

The distance report is used to calculate the amount of the registration fee you will have to pay.

Renewal payment

After submitting your distance report, you will receive a notice of assessment by mail in late January.

The amount you will have to pay is calculated on the basis of the number of kilometres travelled in Québec and elsewhere.

Payment deadline: March 31 of every year.

Payment by credit card is not accepted at our service outlets.

Payment is accepted:

  • in cash
  • by Interac (debit card)
  • by one or more pre-authorized debits, after providing a cheque specimen
  • by cheque or money order

IRP registration certificate (cab card)

Once your IRP registration payment has been made, we will send you a new cab card.

With this card, the vehicle can be operated from April 1 of a given year to March 31 of the following year in all Canadian provinces and American states that are registered with the IRP.

Warning

Should your situation change within the year

You must fill out the Demande de transaction – Immatriculation IRP (PDF, 630 KB) form (in French only) and submit it to the SAAQ as soon as:

  • you wish to make a correction to the notice of assessment we sent you during the renewal process
  • you sell or purchase a vehicle
  • the total loaded weightWeight of a road vehicle or combination of road vehicles including its accessories, equipment and load. of your vehicle increases or decreases

A reduction in the number of axles is only permitted at the time of renewal.
