The Federal Highway Administration (FHWA) developed the Transportation Alternatives Program (TAP) Performance Management Guidebook to provide sample performance objectives and measures that States, Metropolitan Planning Organizations (MPOs), and project sponsors may consider as they administer, implement, and evaluate TAP projects and program outcomes. The Guidebook promotes voluntary best practices to ensure program transparency and accountability, but does not establish requirements or standards. The Guidebook aligns with the national goals and FHWA's Transportation Performance Management measures.
