Statewide Planning
It is in the national interest to encourage and promote the safe and efficient management, operation, and development of surface transportation systems that will serve the mobility needs of people and freight and foster economic growth and development within and between States and urbanized areas, while minimizing transportation-related fuel consumption and air pollution through the statewide transportation planning process.
It’s fair to say that transportation impacts every aspect of our lives. The transportation system enhances the United States economic competitiveness in the global marketplace. The transportation system provides access to jobs, services, and centers of trade. The statewide transportation planning process is a forum through which transportation decisions are made to address the aforementioned issues. Every state is required to conduct continuing, comprehensive and collaborative statewide transportation planning that provides for consideration all modes of transportation and facilitates the efficient, economic movement of people and goods in all areas of the state, including metropolitan areas.
Statewide and metropolitan transportation planning processes are governed by Federal law (23 USC 134 and 135). Applicable state and local laws are required if Federal highway or transit funds are used for transportation investments. Federal planning regulations are codified in 23 CFR 450.
