SPECIAL NOTICE TO CONSULTANTS:

The Pre-Qualification of Consultants Deadline is December 31, 2012 - Only firms listed on the Approved Annual Financial Pre-Qualification List and in Approved status for both the pre-qualification and E-Verify, will be allowed to provide professional services to MoDOT or Local Sponsors after December 31, 2012. All firms must submit the required information annually. Failure to comply may result in loss of MoDOT pre-qualification.

If your firm has not already completed the process, it is important that you begin. Please see the MoDOT and Local Programs Annual Financial Pre-Qualification Process link for a list of required documents.  We request all documents listed be sent together in one package/email, electronic submissions are preferred. To mitigate delays in the review and approval process, include the name, phone number and email address of a contact person who is authorized to answer questions regarding financial documents.

Your firm will need to review the Approved Annual Pre-Qualification List to determine your firms Pre-Qualification Expiration Date, and your firms MoDOT E-Verify Expiration Date. If the date indicates "Pending" under the Pre-qualification Expiration date, that means that your firms documents are under review by MoDOT's Audits and Investigations Division. We encourage firms to submit pre-qualification documents 90 days prior to the expiration date listed to keep your firm in approved status.

Financial information should reflect the most recent complete fiscal year and must be submitted no later than six months after the close of that fiscal year.

Please note, as stated in the Annual Financial Pre-qualification Process, if additional information is requested and not received within 30 days of the request, MoDOT may discontinue the pre-qualification review.

Additionally:

Effective January 1, 2013, a consultant must be "qualified" to perform engineering services on MoDOT and Local Sponsor federally funded projects. This includes the completion of the MoDOT and Federal Highway Administrations four hour basic training course on Federal Aid Basics.

This class will cover the basics of consultant selection procedures, record keeping, contract administration and billing followed by a short exam.  All local public agencies and engineering consultants will be required to have passed this training course by the end of 2012.
