The Joint Spectrum Center (JSC) Ordnance Electromagnetic Environmental Effects (E3) Risk Assessment Database (JOERAD)

The Joint Spectrum Center (JSC) Ordnance Electromagnetic Environmental Effects (E3) Risk Assessment Database (JOERAD) is a software tool that evaluates the safe interoperability of radio frequency (RF) emitter suites with ordnance items on ships or shore stations. The complex environment and accelerated tempo of Joint tactical operations demand full situational awareness and capabilities to evaluate risks associated with the RF sensitive ordnance.  These ordnance items, if not analyzed, can pose a great threat to personnel and equipment or result in excessive emission controls on essential shipboard equipment. JOERAD is a key tool for success in Joint Operations for the warfighter and is the technology that today's fighting forces require with design features that will continually evolve to meet the challenges of tomorrow.

  • The complex environment and accelerated tempo of Joint Operations demand full situational awareness to evaluate risks associated with electrically initiated ordnance.  This combination, if not properly analyzed, poses a threat to personnel and materiel or results in excessively restrictive transmitter controls on essential equipment.
  • JOERAD evaluates the electromagnetic environment that may be produced by  RF emitters against the susceptibility of ordnance on DoD Units, Military Bases and Platforms and generates a plan to mitigate HERO.
  • The JOERAD program provides the user the ability to perform a HERO analysis for joint operational evolutions. Awareness briefings and training courses have been developed to ensure that proper consideration is given to E3 safety issues in joint operations.

JOERAD Capabilities:

  • JOERAD assists in the resolution of potential hazards of electromagnetic radiation to ordnance (HERO) effects on munitions during the planning of Joint or combined operations or exercises as a pre-deployment planning tool.
  • This tool will provide an organic and timely capability to calculate Safe Separation distances for ordnance and/or RF emitter output levels.
  • Provides Commanders and Staff with the capability to plan for, or experiment with, various real-world scenarios involving the introduction of ordnance, emitters, and units.
  • Enables HERO-safe joint operations by deconflicting potential interactions between ordnance systems and RF emitters.

Why Use JOERAD

  • As a pre-deployment  planning tool to assist in the resolution of HERO during the planning of joint or combined operations or exercises.
  • To provide an organic capability to calculate ordnance Safe Separation distances and/or maximum emitter power levels.
  • To provide a capability for “What If” analyses involving the use of unplanned ordnance during joint operations or exercises.

JOERAD Training

JOERAD training can be provided at key user locations on request. A full day class provides a thorough working knowledge of JOERAD. The training topics include:

  • An introduction to JOERAD
  • A description of installation and logon procedures
  • An overview of basic JOERAD operations.
  • Instructions for searching, viewing, creating, deleting and printing a selected equipment, unit/platform, and ordnance record
  • Instructions for performing an impact assessment and viewing the resulting reports
  • Instructions for exporting and importing
  • Examples of ordnance name, nomenclature, description, and/or platform fields.
  • The default tables for the HERO unsafe, HERO susceptible, and HERO safe curves used to fill in the MAE (maximum allowable environment) data in the ordnance module.
  • Samples of the reports generated by the JOERAD impact analysis
  • Instructions for reporting problems or changes to JOERAD software and documentation.

    Attendees are provided electronic and hard copies of all JOERAD training materials (to include all new releases/upgrades). The following are likely candidates for JOERAD Training:

    • Operational Ordnance personnel
    • HERO Engineers
    • Ordnance Data Analysts
    • JOERAD Administrators

    JOERAD Version 9.5 has completed validation and verification process and is now available!  JOERAD accesses databases for emitter and ordnance technical specifications, calculates the safe separation distances and/or safe emitter power levels and displays the results for the warfighter in a comprehensive format that can be used for operational planning.
