Joint Counterterrorism Assessment Team (JCAT) 2015 Intelligence Guide for First Responders

The Intelligence Guide for First Responders was developed by Joint Counterterrorism Assessment Team's (JCAT) predecessor, the Interagency Threat Assessment and Coordination Group, and is designed to assist public safety personnel in accessing and understanding Federal intelligence reporting and to encourage the sharing of information. The information in this guide was derived, compiled, and adapted from existing unclassified Intelligence Community and open-source information.

The 2015 JCAT Intelligence Guide for First Responders updates the 2011 Guide, and provides information for public safety personnel about:

• Their roles and responsibilities as a consumer of information;
• Handling and protecting information;
• Finding information;
• Participating in the Nationwide Suspicious Activity Reporting Initiative;
• The Intelligence Community and the intelligence cycle; and
• Federal, state, local, tribal, and territorial partnerships.

The Joint Counterterrorism Assessment Team (JCAT)

JCAT consists of state, local, tribal, and territorial first responders and public safety professionals from around the country, working side by side with federal intelligence analysts from the National Counterterrorism Center (NCTC), Department of Homeland Security (DHS), and Federal Bureau of Investigation (FBI) to research, produce, and disseminate counterterrorism intelligence. JCAT offers federal fellowship opportunities to public safety professionals from state, local, tribal, and territorial law enforcement, emergency medical services, fire service, intelligence, homeland security, and public health officials.
