FEMA’s 2014-2018 Strategic Plan development effort will be built around five strategic priorities and two strategic imperatives, as described in the 2015-2019 Administrator’s Intent.

FEMA's Region III and Office of Federal Disaster Coordination is leading the development of Priority 2 – Become an Expeditionary Organization. Through this strategic priority, FEMA seeks to increase and improve engagement across the preparedness, response, recovery and mitigation mission areas by being present in the right place, at the right time and with the right people and resources. FEMA will work with our partners across the whole community to align with the needs and expectations of our partners.

FEMA is conducting stakeholder engagement as part of the Strategic Plan Priority 2 development process. We welcome your thoughts, ideas and suggestions.

Expand Citizen Corps' preparedness function

Citizen Corps, especially CERT, provides excellent citizen preparedness for members. However, much of that preparedness stays within the CERT team. Once teams are matured they should start going into the community to distribute preparedness information and conduct preparedness demonstrations.

FEMA SHould Decentralize Preparedness and Response

For FEMA to be an expeditionary force, that is on “a journey or voyage undertaken by a group of people with a particular purpose, esp. that of exploration, scientific research, or disaster response, it needs to get out of Washington, D.C. FEMA Internal Peer-to-Peer CISM Team

As an expeditionary force, FEMA needs to be able to address the needs of its staff at all locations and activities. To assist FEMA staff, FEMA should augment its EAP program with staff trained in peer-to-peer CISM or Psychological First-Aid (PFA). This would assist in ensuring staff operate effectively during a response and are resilient to the impacts of a response.
