Following the Department’s review of a facility’s Top-Screen submission, the facility may be notified in writing that it is required to complete and submit a Chemical Security Assessment Tool (CSAT) Security Vulnerability Assessment (SVA) and Site Security Plan (SSP).
Facilities that manufactured, used, stored or distributed certain chemicals above a specified quantity listed on Appendix A must complete and submit a CSAT Top-Screen.
The Department developed Appendix A that includes a list of chemicals that present one or more security issues.
Section 550 of the DHS Appropriations Act of 2007 grants the Department the authority to regulate chemical facilities that “present high levels of security risk.”
The Department continues to strengthen security at the Nation’s high-risk chemical facilities through the Chemical Facility Anti-Terrorism Standards (CFATS) program. The CFATS program identifies and regulates high-risk chemical facilities to ensure they have security measures in place to reduce the risks associated with these chemicals.
