I think it would be a good idea to enlist the help of local and state emergency response organizations to help with our current problems on the border with Mexico.

It would provide much needed help and provide valuable training that could be used to improve disaster management programs.

Please include All Terrain Vehicles (ATVs) in your Assistance to Firefighters Program. They used to be eligible but have not been for several years. ATVs are badly needed in rural areas to access wildland vegetation and muddy areas. Have a list of Drs who could be used to help in emergency, They could be released early if they have not committed a Capital Crime. They could be pardon if they complete the emergency situation.

I would pass legislation at the federal level that indemnified licensed medical professionals from liability during an emergency in which they need to practice triage, etc. That way, the professional does not have to think about whether they will get sued or not if they help a person when they are on vacation in state in which they do not know the laws.

Current federal law requires facilities with significant inventories of hazardous chemicals on site to notify the local fire department of the existence and location of those chemicals. Similarly, local medical facilities should be notified of the storage of significant amounts of toxic chemicals so that they may plan for mass casualty events involving those chemicals.

They come in sizes from producing 8 gallons daily to 1000s of gallons daily. I think they can even be designed to run on solar power. NEDOCS can be used to standardize surge plans for hospitals. Several leading hospitals around the country have already implemented surge plans based on NEDOCS.
