Incident Prevention

If we are a National Incident Management System (NIMS) doctrine and our goal is a secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to and recover from the threats and hazards that pose the greatest risk. Then I recommend when the president visit other country’s it should be announced after he has left that country. Also eliminate Internet ...more »

NIMS, NRF, AND COOP ANNEX-H

The success of continuity programs is dependent on the availability of robust and effective communications to provide internal and external connectivity. Emergency public information (EPI) is a true response resource!

EPI can help save lives and properly at all stages if emergency response. The classic PIO response model as taught in NIMS for EPI does not always work. Over 60 years of warning research housed at the (Center for Disaster and Risk Analysis (CDRA) shows that many life safety warnings typically fail to get out simply because the warnings are not originated. NIMS education and training should clearly identify EPI as a resource ...more »

Congressional action is needed

Congress should enact legislation to create a national strategy so emergency public public information is always coordinated with other emergency response measures. Such legislation can use the PPW report, "A National Strategy for Integrated Public Warning and Capability" as a starting point. this action is necessary to realize the full potential of the strategy behind FEMA's CAP warning tool, the Integrated Public Alert ...more »

Dissemination of Information (External)

Currently, the NIMS discussion of information security is limited to the need for appropriate security measures. However, the need for appropriate security measures may also restrict information that can be valuable to the public. Prepare those in cars for a tornado.

I am concerned about those who are in their cars as another round of tornados are forecasted. As a long term plan, can there be new ways for drivers to receive emergency information from other drivers or that of officials? There are risks to drivers of deer crossings, ice filled roadways, severe fog, flash flooding, as well as that of tornados. To remedy these, I believe thousands of those informational signs, powered ...more »

Disaster communications

I have two ideas from watching the Oklahoma tornado communications problem. There are so many news networks in the area of the disaster and not much in the way of communications. The first idea is using the news vans that normally spread out in a disaster as hubs to set up a wide area network communications during times for emergency management. A sub system could be incorporated to set up in conjunction with the transmission ...more »

Require Plain Text for Funding

The rule has been plain text for years now, but some agencies refuse. This is still causing conflict in day to day commications. Deupties requesting firefighters to 10-25 them for 10-54 because they are 10-6. We quit teaching firefighters and EMS 10-codes almost 8 years ago when we went to plain text. It does no good for the firefighter to say "I don't understand you" and the deputy to angerly repeat the same 10-codes ...more »
