Grant Opportunities

The Department of Transportation offers a variety of grant programs that can support State TRCCs and their work to improve the collection, management, and analysis of traffic safety data. Below please find brief summaries and links for these opportunities.

NHTSA: 405(c) State Traffic Safety Information System Improvement Grants
The National Highway Traffic Safety Administration’s 405(c) State Traffic Safety Information System Improvement Grants offer States funding to improve the timeliness, accuracy, completeness, uniformity, accessibility, and integration of the data in the six core traffic records information systems: crash, driver, vehicle, roadway, citation and adjudication, and injury surveillance. FHWA:  Highway Safety Improvement Program
The Highway Safety Improvement Program is a core Federal-aid program with the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal lands. (23 U.S.C. 148(b))  As described in 23 U.S.C. 148(c)(1), to obligate HSIP funds, a State must have in effect a State HSIP under which the State:

  • Develops, implements and updates a strategic highway safety plan (SHSP) that identifies and analyzes highway safety problems and opportunities;
  • Produces a program of projects or strategies to reduce identified safety problems; and
  • Evaluates the SHSP on a regularly recurring basis.

Collection, analysis and improvement of safety data is specifically identified as an eligible project within the definition of a highway safety improvement program under 23 USC 148(a)(4)(B)(xiv). The term "data improvement activities" means "a project or activity to further the capacity of a State to make more informed and effective safety infrastructure investment decisions. [23 U.S.C. 148 (f)(1)(A)].

FMCSA: Safety Data Improvement Program Grants (SaDIP)
The Federal Motor Carrier Safety Administration’s Safety Data Improvement Program (SaDIP) offers discretionary grants to States for activities to improve the accuracy, timeliness, and completeness of safety data including—but not limited to—large truck and bus crash data, roadside inspection, data enforcement data, driver citation data, and registration data. Funds can be used to purchase equipment, train law enforcement officers in collecting crash data, hire temporary staff to manage data quality improvement programs, revise outdated crash report forms, and code and enter crash data.
