Full and Open After Exclusions Competition is used when agencies have excluded a source or sources from participation in a contract action in order to establish or maintain an alternative source or sources for the supplies or services; increase or maintain competition likely to result in reduced costs; in the interest of national defense; ensure continuous availability of reliable source of supplies or services; needs based on a history of high demand; satisfy a critical need for medical, safety, or emergency supplies.
