As more communities recognize that trails, sidewalks and bicycle facilities are essential assets, funding to fill in gaps and build out complete active transportation networks can be difficult to find and take years of piecemeal work. The Department of Transportation’s TIFIA program can help communities more quickly complete their active transportation networks with low-interest federal financing. The TIFIA program can supplement a project’s funding sources by providing loans, loan guarantees, and lines of credit for transportation projects at a lower interest rate than traditional markets. The program encourages innovative approaches, such as public-private partnerships, to accelerate completion of active transportation networks.

In addition, DOT has established BATIC as the single point of contact and coordination for project sponsors to apply for federal programs such as TIFIA, to utilize federal transportation expertise and explore ways to access private capital in public private partnerships. Recent changes to the TIFIA program have made it practical for active transportation networks to qualify, and can help lower the cost of applying to TIFIA.
