The Federal Emergency Management Agency continues to monitor the guidance of the Centers for Disease Control and Prevention (CDC) as it relates to COVID-19. To mitigate the spread of COVID-19, the CDC is encouraging organizations to promote social distancing, hold meetings via videoconferencing, reduce non-essential travel, and adjust or postpone events and gatherings. We also continue to evaluate the local and national situation and will provide regular updates.

Students will be notified in advance concerning the status of their on-campus course offering.

We thank you for your understanding, and we invite you to visit our extensive catalog of Independent Study Courses as well as classroom courses available by virtual delivery.

There is currently an issue with verifying FEMA Student Identification (SID) Numbers, as a result Independent Study (IS) course exams, Instructor Materials Download Application (IMDA ), the Student Training Asset Repository (STAR), and NETC Online Admissions are not available until the FEMA SID issue is resolved.

Contract Instructors

The contract instructor webinars will be canceled for the remainder of the calendar year 2020. We will resume the webinars in 2021. The next webinar will be Thursday, January 28, 2021. Thank you

Dear Instructor: Reminder

NETC regulations (44 C.F.R. Part 15 and Policy 119-22, VII.A.8 and VII.A.10) prohibit personal possession of alcohol or firearms on campus. If you have alcohol and/or firearms in your possession, you must declare them upon entering campus at the Main Gate. No alcohol can be brought onto campus. Firearms cannot be carried on campus. NETC Security will conduct a search of your vehicle and/or luggage. If Officers discover undeclared alcohol or firearms, you will be denied access to campus, you will not be admitted to your class for the week, your travel stipend will be denied, and your sponsoring organization will be notified.

The following information is in the NETC Welcome Packet: FIREARMS: prohibited on campus! Due to heightened security requirements, please understand that security and law enforcement personnel may search you, your vehicle or your luggage. Maryland law is very narrow in its definition of law enforcement officers who may carry firearms. For your own protection, and to expedite your processing into the NETC, do not bring weapons of any kind to campus. Weapons include knives with blades longer than 3 inches, machetes, bow and arrows, ammunition, rifles, shotguns, pistols, etc. Sworn/Commissioned and State Peace Officer Standards, and Training-Certified Officers, Federal Officers, or local officers with concurrent jurisdiction who require a firearm for the performance of required official duties must obtain an exception from the NETC Director of Management, Operations and Support Services prior to arrival on campus. If you arrive at NETC with weapons of any kind without prior approval, your entry to campus will be delayed significantly.

ALCOHOLIC BEVERAGES: Alcohol is not allowed on-site and will be confiscated. Consumption of alcoholic beverages is limited to the Command Post Pub (On Campus Licensed Bar) and the Log Cabin (consumption supervised by on campus bar personnel) at NETC.

FEMA-EMI-Instructorinvoices@fema.dhs.gov email address. We will only be accepting electronic invoices to that email box. Please remember when sending in your invoices please have the SF1034 (Public Voucher/Invoice) and the 1st and 2nd page of your contract in order to be considered complete to send in for payment. If everything is not provided we will be sending back your invoice to resend with all the necessary paperwork.

EMI will be conducting a briefing for prospective instructor applicants at noon every Tuesday in conference room N408.

NETC Code of Conduct

CHECK-IN TIME: Check-in time is 2 p.m. on the day of travel. The front desk is available 24/7. If you will be arriving the day the course begins, it is recommended that you arrive no later than one hour prior to the suggested class time to allow time for registration. Agendas are not available until the Friday before the arrival.

New Requirements

  • Please note new bid cycle dates.
  • Please include a copy of your purchase order (first page and second page with course code and title ONLY) when submitting your invoice. This will be helpful to the FFC with the matching up of purchase orders to invoices.

Important Information:

The Emergency Management Institute (EMI) is undertaking a priority effort to close out micropurchases as soon as specified services are performed. If you have an open micropurchase for instructor services in place for which you have not yet invoiced EMI, please do so immediately to assist us in this effort. As the contractor, it is your responsibility to submit your invoice (see link below) in a timely manner and we appreciate your support.
