The report analyzes the unique set of funding and financing tools available to states in the context of this challenge. The National Governors' Association (NGA) is comprised of governors from all 50 states, three territories and two commonwealths. Its members use the organization as vehicle for analyzing and developing national policy and leadership on state issues.

The report examines existing and emerging revenue options to close the nation's highway and transit investment deficits. Necessary implementation steps to help secure the needed additional transportation investment on a sustainable basis are also discussed.

The report, published in 2012, makes recommendations for improving the existing survey to improve data collection and analysis.
