This webinar, "Federal Financing to Capitalize State Infrastructure Banks," provides a detailed explanation of the FAST Act changes to the State Infrastructure Bank (SIB) program and explains how SIBs and eligible projects may benefit from using a rural projects fund. The webinar is intended for State and Federal employees involved in the operation of SIBs, project sponsors interested in obtaining SIB financing for eligible projects, and financial advisors that will be consulting with prospective borrowers.

State Infrastructure Bank (SIB) Pilot Programs Guidance (January 2014)
This document provides guidance on the administration of the two State Infrastructure Bank (SIB) pilot programs that currently exist authorized by:

  • The National Highway System Designation Act of 1995, Section 35
  • The Transportation Equity Act for the 21st Century (TEA-21) of 1998, section 1511

The document provides a summary discussion of stewardship practices for managing the SIB pilot programs based on legislative requirements, existing SIB Guidance, and a survey conducted of all FHWA Division Offices regarding program use by the States. It also includes examples of best practices related to the SIB pilot programs identified in a 2011 review of the program, together with tools that may aid FHWA Division Offices and the States in carrying out their stewardship responsibilities.
