International Terrorism Victim Expense Reimbursement Program (ITVERP)

Program Description

The International Terrorism Victim Expense Reimbursement Program (ITVERP) reimburses certain expenses of qualified terrorism victims.

To qualify:

  • The event must occur outside the U.S.
  • The expenses must be a direct result of the event, and
  • The event must be designated an act of international terrorism for ITVERP.

You may check for your event on the Terrorist Incident Designation List. When it’s listed, you may apply for the expenses of eligible victims related to the event.

Expenses may include:

  • Medical (including dental and rehabilitation)
  • Mental health care
  • Property loss, repair, replacement
  • Funeral and burial
  • Miscellaneous expenses (like temporary lodging, local transportation, telephone, emergency travel)

General Program Requirements

To qualify, you must be a U.S. citizen, officer, or employee of the U.S. government.

As a victim, you must have suffered direct physical or emotional injury or death due to an act of terrorism abroad.

You may, as a family member or legal designee, apply for reimbursement for a victim who is a minor, incompetent, incapacitated, or killed. You may also apply if, in addition to the victim, you are a:

  • Spouse
  • Parent
  • Child
  • Sibling
  • Legally designee
