Homeland Security Science and Technology Advisory Committee Members

The following is a list of Homeland Security Science and Technology Advisory committee members and their bios

Mr. James Brigham is Chairman of Warson Capital Partners, L.L.C. He has extensive experience in manufacturing, technology development, commercialization, and medical devices, as well as financial services, strategic planning, and government service.  Prior to this position he was a Director at Health Point Capital, L.L.C. and a Strategic and Financial Advisor at Brigham Advisors L.L.C.

Chief Keith Bryant is the Fire Chief of Oklahoma City Fire Department. He is the current President of the International Association of Fire Chiefs (IAFC) and a member of the National Fire Protection Association (NFPA). He serves on the Urban Area Security Initiative (UASI) Working Group, the Advisory Board for the Municipal Fire Protection Program (OSU-OKC) and the National Fallen Firefighters Advisory Committee.  Chief Bryant was recognized as 2014 Fire Chief of the year by the Metropolitan Fire Chiefs Association.

Dr. Herbert Lee Buchanan is President and Chief Executive Officer of Arete Associates, a technology company developing and providing remote sensing solutions for national security customers. He is a former Deputy Director at the Defense Advanced Research Projects Agency (DARPA) and has several years of experience working with the Navy.

Mr. Vinton G. Cerf is Vice President and Chief Internet Evangelist for Google. He is responsible for encouraging extensive development of Internet-based applications throughout the Google enterprise. Prior to working for Google, Cerf was Senior Vice President of MCI and an advisor to the Chief Executive Officer and Chief Information Officer of Gallup Corporation. Cerf is also recognized as one of “the fathers of the internet”.

Dr. Vincent W. S. Chan is the Joan and John Jacobs Chair Professor Claude E. Shannon Communications and Network Group Research Laboratory of Electronics Electrical Engineering and Computer Science at the Massachusetts Institute of Technology (MIT). He is responsible for forming new group research in heterogeneous defense networks, optical networks, free space optical networks, wireless communication and networks, and network security and architectures. He is currently the Co-Chair of the HSSTAC.

Mr. Byron Collie is a Technology Fellow and Director of Cyber Intelligence for the Goldman Sachs Group. He is responsible for the global strategic intelligence, security incident preparedness and Red Team programs. He is considered to be a subject matter expert in cybersecurity and critical infrastructure protection. He is a long serving Board Director of the Financial Services Information Sharing and Analysis Center (FS-ISAC), Chair of the FS-ISAC Threat Intelligence Committee and has initiated led many sector initiatives on cyber security and resilience.

Mr. Philip E. Coyle is a Senior Science Fellow at the Center for Arms Control and Non-Proliferation. Previously, he served as the Associate Director for National Security and International Affairs (NSIA) in the White House Office of Science and Technology Policy (OSTP). In this position he had primary responsibility for supporting President Obama and the Director of OSTP in developing and executing a wide variety of science and technology initiatives.

Mr. William P. Crowell is a partner at Alsop Louie Partners, a Venture Capital firm focused on Data Analytics technology, Cybersecurity and Internet businesses.  He was also a former Deputy Director of the National Security Agency and a former public company Chief Executive Officer.

Mr. James F. Decker is Principal and Co-Founder of Decker, Garman, Sullivan and Associates, L.L.C., a federal relations and management consulting firm focusing on research and development management and business development in the federal sector. Decker was also a Principal Deputy Director of the Office of Science for the U.S. Department of Energy and held various positions in the Fusion Energy Sciences Program.

Professor Mark Dean is a professor and researcher in advanced computer architecture at the University of Tennessee, where he focuses on cognitive system devices and programming models, big data systems, and computational science.  Prior to this position he worked for the IBM Corporation as the President for World Wide Strategy, Operations for IBM Research and as the Vice President for the Almaden Research Center, IBM Research.

Mr. Daniel Dubno is an Emmy-award winning News Producer, Inventor, Technologist, Curator, Presenter and Connector. He is a pioneer in the use of powerful graphic technologies and satellite imagery in the coverage of disasters, terrorism and other news events.  He is the founder and Executive Director of The Hourglass Initiative, a non-profit corporation that engages the scientific community in efforts to combat proliferation of weapons of mass destruction.  He also founded Blowing Things UP, L.L.C., an international consulting firm specializing in bringing innovative technology to new markets, specifically in the field of homeland security and counter-terrorism.

Chief Murray “Jay” Farr is the Chief of Police in the Arlington County, Virginia. His experience includes command of the Operations Patrol Division, which provides reactive and preventative uniform patrol, community policing, and special enforcement programs. Chief Farr is an expert in all areas of law enforcement administration, including systems management.  He is also an Adjunct Professor at George Mason University in Fairfax, Virginia, where he teaches emergency management for law enforcement.

Dr. Stephen Flynn is currently Founding Director of the Center for Resilience Studies at Northeastern University and Director of Northeastern University’s Master of Security and Resilience Studies Program. He is also Co-Director of the George J. Kostas Research Institute for Homeland Security and member of the Bipartisan Policy Center’s Homeland Security Project Panel. Dr. Flynn has traveled extensively abroad where he has investigated supply chain security and resilience issues, provided expert advice to government and industry leaders.

Dr. Marian Greenspan is a statistical analyst with Integrated Finance and Accounting Solutions, where she conducts analyses in support of Immigration and Customs Enforcement (ICE).  Previously, she advised the U.S. Navy on mine counter-measures for homeland defense and contributed to a report on improvised explosives devices, including countermeasures and vulnerabilities.

Dr. Michael J. Goldblatt is Chief Executive Officer of Aixxia, L.L.C., a research firm that focuses on innovative technology startups, and programmatic consulting for a variety of government agencies and national laboratories.  He is a former Director of Defense Sciences at the Defense Advanced Research Projects Agency. Goldblatt also held the position of President and Chief Executive Officer of Functional Genetics, Inc. and worked as a consultant for the McDonald’s Corporation.

Dr. Yacov Y. Haimes is the Lawrence R. Quarles Professor of Systems and Information Engineering, Civil and Environmental Engineering, and Founding Director of the Center for Risk Management of Engineering Systems at the University of Virginia. Previously, he served in the Office of Science and Technology Policy, Executive Office of the President, and on the United States House of Representatives Science and Technology Committee. He also served as a consultant to the Software Engineering Institute, Carnegie Mellon University, and for the last decade as a visiting scientist.

Dr. Eric Haseltine is President of Haseltine Partners L.L.C. He is known as a futurist and innovation expert. By serving as a Senior Executive, he used his training as an industrial psychologist at Hughes Aircraft Company and Walt Disney Imagineering to design user friendly interfaces for high technology defense systems and flight simulators. He also served as the Associate Director for the Office of the Director of National Intelligence. In the aftermath of 9/11, he joined the National Security Agency as its Associate Director, in charge of Research and Development, where he directed a broad range of intelligence technology projects including cyber technology and cyber defense.

Dr. James A. Hendler is Director of the Institute for Data Exploration and Applications, and the Tetherless World Professor of Computer, Web, and Cognitive Sciences at the Rensselaer Polytechnic Institute. He is a Fellow of the American Association for Artificial Intelligence, the British Computer Society, the Institute of Electrical and Electronics Engineers and the AAAS. He is also the Editor in Chief Emeritus of IEEE Intelligent Systems and is the first computer scientist to serve on the Board of Reviewing Editors for Science.

Mr. Dean Kamen is the Chief Executive Officer of DEKA Research and Development Corporation.  He is an inventor, entrepreneur, and advocate for science and technology. He founded an organization called For Inspiration and Recognition of Science and Technology (FIRST), dedicated to motivating young people to understand, use, and enjoy science and technology. 

Dr. Karim R. Lakhani is an Associate Professor of Business Administration at the Harvard Business School and the Principal Investigator of the Crowd Innovation Lab and NASA Tournament Lab at the Institute for Quantitative Social Science. He specializes in the management of technological innovation in firms and communities. His research is on distributed innovation systems and the movement of innovative activity to the edges of organizations and into communities. He has extensively studied the emergence of open source software communities and their unique innovation and product development strategies. Currently Professor Lakhani is investigating incentives and behavior in contests and the mechanisms behind scientific team formation through field experiments on the TopCoder platform and the Harvard Medical School.

Mr. Mark T. Maybury is the Chief Technology Officer of the MITRE Corporation. He directs MITRE’s independent research and development program, champions the 10X transformation Program, oversees transition and commercialization efforts, and develops MITRE’s technology strategy across operating centers and sponsors. He is a member of the Defense Science Board, and the Air Force Scientific Advisory Board. Maybury had also been the Chief Scientist of the United States Air Force and the Executive Director of The MITRE Corporation.

Dr. Annie McKee is a Senior Fellow at the University of Pennsylvania, Director of the PennCLO Executive Doctoral Program, Director of PennMEdEd Master Program, and Founder of Teleos Leadership Institute, a consulting firm focused on developing values-based leadership and resonant organizations. She is known for her work on intervention that focus on emotional intelligence and the intersection of leadership and strategy at the most senior levels of the organization.

Dr. Kathie L. Olsen is Founder and Managing Director of ScienceWorks, a consulting firm that focuses on science and engineering research pursuits. She was previously the former Deputy Director of the National Science Foundation and the former Chief Scientist for NASA. She is also an Affiliate Professor for Neuroscience at the Krasnow Institute for Advanced Study at George Mason University.

Dr. Gerald W. Parker is Vice President for Public Health Preparedness and Response, and principal investigator for the Texas A&M Center for Innovation in Advanced Development and Manufacturing.  He is an expert in public health preparedness and response initiatives and efforts. He previously served as Deputy Assistant Secretary of Defense for Chemical and Biological Defense at the Department of Defense where he was responsible for providing global emerging infectious disease, biological, and chemical defense capabilities in support of national strategies to protect U.S. service members and civilians.

General Harry Raduege is Chairman of the Deloitte Center for Cyber Innovation and former Director of the Defense Information Systems Agency.  He is a retired Lieutenant General in the U.S. Air Force who led efforts to restore telecommunications throughout New York City and the Pentagon following the 9/11 attack. General Raduege was also appointed by the Secretary of Defense as the Commander of the Joint Task Force for Global Network Operations and Deputy Commander for Global Network Operations and Defense for the U.S. Strategic Command.

Mr. Brock C. Reeve is Executive Director of the Harvard Stem Cell Institute, a world-leading network of scientists and clinical experts dedicated to understanding and treating the root causes of degenerative diseases. He is responsible for the strategy and operation of the institute and has built it into a successful, ongoing, world-leading organization. Previously, he was Managing Director of Poliwogg Advisors and Chief Operating Officer of Life Science Insights, where he was responsible for all aspects of new business unit.

Mr. Gary W. Schenkel is Executive Director of the Chicago Office of Emergency Management and Communications (OEMC) and oversees the Public Safety Consortium, which brings together local, state, and federal partners to plan and coordinate emergency response. He is responsible for the City of Chicago’s 911, 311, Traffic Management Authority, Internal Secure Communications Network (ISNC), and Office of Emergency Management (OEM). Previously, he was Deputy Assistant Secretary for State and Local Law Enforcement for the Acting Assistant Secretary and Director for Federal Protective Service, responsible for risk based analysis of criminal and terrorist threats to federal facilities and for the strategic vision for the future of the agency.

Chief James Schwartz is the Chief of the Arlington County, Virginia Fire Department. Previously, he served in a variety of fire department positions including Assistant Chief for Operations, responsible for all response-related activities, including fire, EMS, hazardous materials and technical rescue response, incident management and operational training. He was also assigned to the Office of the County Manager where he served as the Director of Emergency Management until his appointment to Fire Chief.

Mr. John A. Sims is Executive Director of External Relations for Academic Affairs at Bentley University. Experienced executive in functions such as corporate strategy, high tech marketing and sales, product and account management, operations and business process. Demonstrated success as an innovator in strategic planning and tactical implementation in support of revenue objectives, program introductions, and market penetration throughout career. Adept at leveraging corporate, academic, alumni contact network and in cultivating relationships with emerging and seasoned executive leaders and niche organizations to advance entity’s objectives.  He also serves as the Co-chairman on the HSSTAC.

Mr. Brian C. Toohey is Executive Vice President of DEKA Research and Development Corporation. He is responsible for commercialization of DEKA’s advanced medical, energy, water purification, and transportation technologies.   Previously, he was President and Chief Executive Officer at Semiconductor Industry Association and Senior Vice President of International Affairs at Pharmaceutical Research and Manufacturers of America (PhRMA).

Dr. David A. Whelan is Vice President of Engineering for Boeing Defense and Space (BDS).  He has a proven track record for facilitating innovative high impact solutions for national problems while increasing business growth.  Dr. Whelan is a member of the Defense Science Board and a member of the National Academy of Engineering (NAE). He is also a former Director of the Tactical Technology Office at the Defense Advanced Research Projects Agency.

Dean Roy “Chip” Wiggins is Dean of Business, Professor of Finance, and Director of the Bentley Microfinance Initiative at Bentley University. He oversees nine academic departments with 180 full-time faculty and five administrative departments. Dean Wiggins designed, implemented, and delivered the Davis Workshops, which assist Bentley faculty in integrating critical liberal learning themes into classes. Previously, he was an instructor at Kennesaw State University and at Georgia State University.

Ms. Christina C. Williams is an Associate Provost for Administration and Finance at Brandeis University. She serves as an advisor to the Provost and his Cabinet on all financial, space, human resource and administrative matters. She is also an Adjunct Faculty for the College of Business Administration at Northeastern University. Previously, she was the Media Lab Director of Development and Finance and Assistant Director of Major Programs at MIT.

Dr. Theodore Lawrence Willke II is currently a Senior Principal Engineer at Intel Labs. He investigates methods and systems for processing very large data sets and fast data streams, with a focus on applications involving parallel and distributed machine learning and data mining. His interests in parallel and distributed computing grew out of his dissertation work on reliable group communication protocols, which he completed while at Intel and as he developed I/O technologies and standards for the company. He is a co-principal investigator in a multi-year project on real-time brain decoding with the Princeton Neuroscience Institute.
