Get Involved in Rulemaking

There are several ways to get involved with, and stay informed about, the DHS regulatory process.

Submit a comment on a DHS regulatory issue that is important to you

• Submit comments through the government-wide federal eRulemaking portal at Regulations.gov.
• Regulations.gov is your source for information on the development of federal regulations.
• Through Regulations.gov, you can also participate in the rulemaking process by reading comments from other members of the public, and viewing proposed and final rules (and other supporting documents associated with a rulemaking).

View DHS regulatory documents in the Federal Register

• The Federal Register is the official daily publication for final rules, proposed rules, and notices of federal agencies and organizations, as well as for Executive Orders and other presidential documents.
• The Federal Register is published by the Office of the Federal Register within the National Archives and Records Administration (NARA).
• The Office of the Federal Register offers access to regulations published in the Federal Register since 1994.

• Visit the DHS.gov News section for daily news, press releases about DHS activities and missions as well as information on speeches and testimony by DHS officials.

Learn about the status of current and upcoming DHS regulatory actions in the Unified Agenda and DHS Regulatory Plan

• The Unified Agenda of Federal Regulatory and Deregulatory Actions, published twice a year, provides information about regulations that DHS is considering or developing. The DHS portion of the Unified Agenda broadly describes the regulatory activities that DHS plans to undertake in the coming year.
• The Regulatory Plan (Statement of Regulatory Priorities), published annually each fall, provides a statement of DHS regulatory priorities for the coming year.

Find out which DHS regulations are currently under review at the Office of Management and Budget (OMB)

• Under Executive Order 12866, the Office of Information and Regulatory Affairs (OIRA) within OMB reviews all "significant" DHS regulatory actions.
• Reginfo.gov provides lists of federal agency regulations that OMB is currently reviewing as well as those regulations for which OIRA has concluded review. In addition, reginfo.gov offers information on the Unified Agenda entries and Regulatory Plan narratives for each federal agency, including DHS.
