Strategic Documents

National Infrastructure Protection Plan (NIPP)
Our Nation's well-being relies upon secure and resilient critical infrastructure—the assets, systems, and networks that underpin American society. The National Infrastructure Protection Plan (NIPP) -- NIPP 2013: Partnering for Critical Infrastructure Security and Resilience -- outlines how government and private sector participants in the critical infrastructure community work together to manage risks and achieve security and resilience outcomes.

Dams Sector-Specific Plan
Supports the National Infrastructure Protection Plan by establishing a coordinated approach to national priorities, goals, and requirements for critical infrastructure protection. The Dams Sector-Specific Plan provides the means by which the NIPP is implemented across the sector, as well as a national framework to address the sector’s unique characteristics and risk landscape.

Dams Sector Annual Report (FOUO)
Provides information pertaining to the Dams Sector’s efforts to identify, prioritize, and coordinate critical infrastructure protection. The Dams Sector-Specific Agency coordinates with Dams Sector Coordinating Councils to develop annual reports on the sector’s critical infrastructure protection efforts.

Dams Sector Security Awareness Handbook (FOUO)
Assists in identifying security concerns, coordinating proper response, and establishing effective partnerships with local law enforcement and first responder communities.

Dams Sector Protective Measures Handbook (FOUO)
Assists in selecting protective measures addressing the physical, cyber, and human elements; includes recommendations for developing site security plans.

Dams Sector Crisis Management Handbook
Provides information relating to emergency response and preparedness issues; includes recommendations for developing emergency action plans and site recovery plans.

A non-FOUO version of the Dam Sector Security Awareness Handbook to allow for wider distribution to owners/operators.

Dams Sector Security Awareness Guide for Levees
Assists in identifying security concerns, coordinating proper response, and establishing effective partnerships with local law enforcement and first responder communities.

Dams Sector Active and Passive Vehicle Barriers Guide
Provides information on a variety of active and passive vehicle barriers.

Dams Sector Waterside Barriers Guide
Provides information on waterside barriers, including their use and maintenance.

Dams Sector Cybersecurity Framework Implementation Guidance
The U.S. Department of Homeland Security (DHS), as the Sector-Specific Agency (SSA), worked with the Dams Sector Coordinating Council (SCC) and Government Coordinating Council (GCC) to develop the Dams Sector Cybersecurity Framework Implementation Guidance specifically for Dams Sector owners and operators. This Implementation Guidance provides Dams Sector organizations with:

  • Background on the Framework terminology, concepts, and benefits of its use.
  • A mapping of existing cybersecurity tools and resources used in the Dams Sector that can support Framework implementation.
  • Detailed Framework implementation steps tailored for Dams Sector owners and operators.

Personnel Screening Guide for Owners and Operators
Provides information that assists in developing and implementing personnel screening protocols.

Dams Sector Pandemic Influenza Planning Guide
Assists sector stakeholders in contingency planning for a catastrophic pandemic influenza.

Provides information pertaining to the partnership framework with which the sector operates, as well as a list of Dams Sector Council members.

Provides information pertaining to the various components within the Dams Portal, membership structure, and registration process for new members.

Dams Sector Consequence-Based Top Screen
Provides information pertaining to the Consequence-Based Top Screen methodology, including how it was developed, its primary purpose, and the Web-based tool with which it is implemented.

Dams Sector Suspicious Activity Reporting Tool
Provides information regarding the online Suspicious Activity Reporting tool within the HSIN-CI Dams Portal that was established to provide sector stakeholders with the capability to report and retrieve information pertaining to suspicious activities potentially associated with pre-incident surveillance or the exploration or targeting of a specific critical infrastructure facility or system.

Dams Sector Analysis Tool
Provides Dams Sector partners with secure access to a series of modules and applications covering a range of analytical capabilities. It serves as an effective Web-based tool to blend available information on critical infrastructure facilities across the sector. DSAT consolidates analysis tools and data collection capabilities that support the screening, prioritizing, classifying, and analysis of critical assets.
