Course description

Executive Development is the foundational course for the Executive Fire Officer Program (EFOP). This 10-day course is intended to provide a framework in which leadership is a process whereby you and others perform adaptive work. The major goals are to improve the executive fire officer's ability to build high-performance teams, exercise adaptive leadership skills, manage change, value diversity as a fire service resource, and use critical thinking skills to develop applied research projects.

The curriculum includes self- and observer-based survey assessment instruments, case-study analysis, an adaptive challenge consult, and experiential activities. This course is delivered at a graduate level using critical inquiry and Socratic dialogue.

Course units include research, exercising leadership, coaching and mentoring teams, change management, change and creativity, organizational culture and change, resilience under stress, empowering the next generation of leadership, ethics and change, the scholarly application of research, and the application of attitude.

Selection criteria

First priority selection for this course will be students who have been accepted into the Executive Fire Officer Program. Please refer to the "Selection Criteria for the EFOP" for specific details on selection criteria.

Secondary priority is for Non-Executive Fire Officer Program Applicants. Secondary candidates must be minimally a chief level officer and possess a bachelor's degree or higher from an accredited university or college. Supervisory level applicants (e.g. Company Officers, Captains, Lieutenants, etc.) will not be considered.

Prerequisites

Incident Command System (ICS)-100-level and ICS-200-level training. Preferred courses are Q0462 and Q0463, available through NFA Online at www.usfa.fema.gov/training/nfa/courses/online.html. Chief’s signature attests that the applicant has completed this required training.

Successful completion of NFA Online courses Applied Research Self Study (Q0123);Data Gathering Instruments to Support Applied Research Projects (Q0170) and; Designing an Applied Research Project Proposal (Q0171). Course certificates and NFA Online transcripts will verify the completion.

Post-course requirements An Applied Research Project (ARP) is a required post-course activity.

The concept and theory presented will help me to be a better leader...Absolutely, the best leadership course I have ever taken (twenty-six years on the job)...I want to be part of a learning organization. We must continue to learn and grow for this to happen. This is the premiere program in the country. I can think of nowhere else to be.
