Military programs are governed by federal law, Department of Defense policy and additional policies specific to the branches of service. The below are the excerpts from federal law that govern financial management counseling in the military.

Public Law 108-189, "Service Members Civil Relief Act," December 19, 2003 This Public Law restates, clarifies, and revises the Soldiers' and Sailors' Civil Relief Act of 1940.

Title 10, United States Code (USC) §1056, "Relocation Assistance Programs," January 3, 2012 This legislation directs the services to provide relocation assistance to members of the armed forces including the provision of counseling about financial management.
