Todd Simpson

Associate CIO for Technology Operations & Infrastructure

Todd is the Associate Chief Information Officer (ACIO) for Information Technology Shared Services. As the ACIO, he provides leadership and technical direction over Service Desk and IT Operations and provides a cost effective, high performing and secure IT infrastructure for Operating Administrations (OA) within DOT. Prior to assuming this role, Todd served as Chief Information Officer at the United States Department of Justice Criminal Division (USDOJ), where he led the organization’s IT and litigation support units. While there, Todd transformed the organization into a highly efficient, customer centric operation and upgraded and implemented cutting edge technologies that revolutionized the way Criminal Division users operated. Todd was awarded the Assistant Attorney General’s Award for Excellence in Management in 2011 for his contributions. Before joining the USDOJ, Todd was the Chief Information Officer at the County of Berks in Reading Pennsylvania. During his time there, Todd revamped the network architecture, centralized the staffing model and rebuilt the IT department by establishing processes, new technologies and a tiered support methodology. Prior to that, Todd worked at XO Communications as a Regional IT Manager for ten years where he managed national IT operations and led countless enterprise initiatives and projects. Todd’s team was recognized by InformationWeek magazine as the most innovative IT team in telecommunications in 2008. Todd also received the Example Employee award in 1999 and 2007, a peer nominated award given to the top one percent of employees.

Todd holds a Master’s Degree in Public Administration and a Bachelor of Science degree from The Ohio State University. Todd also holds a Master’s Degree in Information Systems from Drexel University. Over his 24 year career Todd has acquired multiple certifications including an Executive Leadership Certificate from Cornell University, a Balanced Scorecard Professional (BSP) certification, a Contracting Officer Representative (FAC – COR II) certification, an Information Technology Infrastructure Library (ITIL v.3) Foundation certification, a Six Sigma Black Belt Certificate from Villanova University, a Project Management Professional (PMP) certification and a Microsoft Certified Systems Engineer 2003 (MCSE 2003), a Microsoft Certified Systems Engineer 2000 (MCSE 2000) and a Microsoft Certified Systems Engineer 4.0 (MCSE 4.0) certification.

Prior to attending college, Todd received an Honorable Discharge after serving six years in the United States Air Force. Todd has been married since 1991 and is the proud father of one child currently attending the Georgia Institute of Technology.
